Licensing Program Analyst (LPA), Cortney Nelson, met with Program Director, Lisa Hindman Holbert, to follow-up on inactive status for the facility. LPA was granted access to the facility by Lisa upon arrival and toured inside and outside the facility.

LPA toured inside of the infant room and observed it is equipped with one diaper changing table, one crib, and four small feeding chairs. The crib is free from loose articles, covered with a fitted sheet, and there are no objects hanging above or attached to the crib. There is a waste container with a tight fitting lid. The room is physically separate from other components at the facility and LPA advised that all components (infant, toddler, preschool) must remain separate at all times. LPA advised that toddlers enrolled under the age of two years old must follow Safe Sleep requirements and LPA reviewed requirements with Lisa during today's inspection. PIN 20-24-CCP and LIC9227 were provided.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource.

LPA toured inside the toddler room and observed there are various activity zones for children, such as a kitchen, block area, quiet area, art area, and music area. All toys are age appropriate and safe for day care children. The room is equipped with two changing tables (one located in the classroom and one located in the bathroom) and LPA advised that they must be placed within arms reach of a sink.

The facility has a built in fire system that LPA advised inspection by Fire Department to review all components are functioning properly. There is a functioning carbon monoxide detector and Lisa states that she will purchase a fire extinguisher. LPA advised fire extinguishers shall be 2A10BC size or larger. LPA reviewed the personnel roster (LIC500) to confirm there are adequate staffing for toddlers/infants and observed there is one qualified teacher. Lisa states that she will only plan to enroll maximum of six toddlers, while staffed with one teacher, and has other staff that work for Community Bridges that could be used to assist with watching toddlers.

LPA advised that staff working with toddlers shall have three semester units in course relating to the care of infants. Lisa states that she is not currently planning to enroll any infants and LPA advised that the infant room shall stay in compliance, even without infants enrolled, as the toddler component is part of the infant license.

LPA toured the outside area for the toddler component and observed there is a properly covered sandbox, functioning sink, kitchen/blocks, and various toys for the children to play with. Only the covered patio area will be used, the area outside of the patio will be considered off-limits until it is ready for use by children. LPA advised submitting updated facility sketch (LIC999) to reflect the area as off-limits and to submit photos once completed. Lisa states that the outside area has historically only been used for toddlers and LPA advised staggered schedule for use by infants and adding appropriate equipment for infants. There is currently a fenced area for infants, however LPA advised this space shall be larger for non-ambulatory infants if used.

The facility has a waiver for commingling of children that needs updating and LPA advised that an updated waiver with correct hours of operation will be reviewed. The facility additionally has a waiver for shared use of the bathroom with the preschool component and LPA observed the bathroom is equipped with two half doors for ease of observing the bathroom and keeping components separated.

As a result of todays inspection, no deficiencies were cited.

Exit interview conducted and report was reviewed with Program Director, Lisa Hindman Holbert.

LPA advised that facility will be placed back on active status once the following corrections are received:
1. Proof of purchase for 12 nap mats
2. Proof of purchase/install for fire extinguisher
