On 09/14/2023 at 9:10am, Licensing Program Analyst (LPA), Farida Raja, met with Director, Margaret Focha-Smart, for an unannounced Required 1-Year inspection. Present today were director and 3 toddlers . The facility is licensed to serve a maximum of 13 infants ages seven (7) to thirty (30) months old with a toddler component. LPA observed the required posted materials in the kitchen area. Director stated that the hours of operation are Monday, Wednesday, Friday 8:00am-4:00pm and Tuesday and Thursday 8:00am- 6:00pm. Facility was in compliance with teacher to children ratio requirement.

LPA toured the indoor and outdoor areas of the facility during today's inspection. The facility including children's restrooms, staff bathroom, diaper changing area, and nap rooms were inspected. Facility has central heating/cooling for comfort of children. Director states that there are no weapons or firearms on the premises. There is a working telephone at the facility (831-234-9405). Disinfectants, cleaning products and sharps were stored inaccessible to the children in care. Furniture, cribs, high chairs and toys were age appropriate and in good condition, free of sharp, loose, or pointed parts. Floors were clean and free from tripping hazards. LPA observed appropriate changing table that has a vinyl changing pad at least 1 inch thick and within arms reach of a sink. Infant cribs were observed to be in good condition without any items inside them and covered with a tight fitting sheet. LPA observed solid waste container with tight-fitting lid for disposal of diapers. Restrooms and sinks for children were observed to be safe, sanitary, and in working condition. Staff has one separate bathroom that can be utilized by sick children if needed.

LPA observed a 2A10BC fire extinguisher, two working smoke and carbon monoxide detectors in the bedrooms and first-aid kit during today's inspection. Log shows that the last Fire Drill was conducted on 05/2023 which is compliant with the six-month requirement for facilities.

Drinking water is readily available for children indoors and in the outdoor playground area via individual water bottles.

Facility did not complete testing prior to the January 1, 2023. LPA referred director to the Department website for lead: Lead Toxicity Prevention and Water Testing Information.

Foods and beverages were stored safely to prevent contamination and spoilage. Food storage and preparation areas were observed to be sanitary. All food is provided by the parents. Bottles brought from home were observed to be properly stored at the appropriate temperature. The Director understands that bottles for infants brought from home are to be labeled with the infant's name and dated on a daily basis.

Director stated that children are not using the outdoor play area at present. The outdoor covered patio is the only space being used. The outdoor area is surrounded by secured fencing. LPA observed written sign in/out sheet with signatures.Children's roster was reviewed. LPA obtained a copy of the children's roster. There were no bodies of water observed.

LPA reviewed three (3) children's files files during today's inspection. Each child's file reviewed contained the required forms. Needs & Services Plans were on file but are not updated once per quarter or more often if needed. The Facility was in compliance with the Safe Sleep regulations/requirements 15 minute nap checks.

LPA discussed the safe sleep regulations with director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

LPA reviewed the director's file. File contained the required transcripts/verification of experience and immunizations for MMR and Tdap. Director did not have current pediatric CPR/ First Aid and Mandated Reporter Training. LPA reminded director that both trainings must be renewed every 2 years. LPA referred the Licensee to the training website: www.mandatedreporterca.com for additional information on the online training.

Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Director stated that facility does not handle medications and currently has no children in care who require Incidental Medical Services (IMS). Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Facility does not provide transportation to children, but Director understands that children cannot be left alone, unattended in parked vehicles. Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. To improve the quality and value of the new inspection process, a survey may be sent to the email address provided. Please complete the survey and share your inspection experience. In areas that were evaluated, four (4) Type B regulatory violations were observed. Exit Interview was conducted, where this report, the citations, plan of corrections, and appeal rights were reviewed and discussed with Director. Citations are issued on 809-D pages of this report. Director signed the report acknowledging receipt of documents. LPA reminded director that failure to correct deficiencies by Plan of Correction Due Date may result in penalties of $100 per day per violation.Director will provide an updated Emergency Disaster Plan (LIC 610) to LPA by 09/28/2023. Exit interview conducted and report was reviewed with Director, Margaret Focha-Smart.

A NOTICE OF SITE VISIT WAS GIVEN AND MUST REMAIN POSTED FOR 30 DAYS.
