25 | Licensing Program Analyst (LPA) Zaid Hakim conducted an Unannounced Annual / Random Inspection at the facility today. Upon arrival, LPA observed three (3) infants and five (5)preschool age children engaging in daily activities, at least two (2) adults providing care and supervision, and met with Ms. Lori Beth Lobell, Licensee. The Licensee and her spouse are the only adults that reside in the home and both maintain valid background clearance. The days and hours of operation are Monday through Friday from 8:00am to 05:00pm. LPA observed required postings; including but not limited to the License to Operate, Emergency Disaster Plan (LIC 610) and Notification of Parents Rights (PUB 393). The facility is licensed for a maximum capacity of 14 children and the Licensee understands capacity options with the combination of age groups. At the time of the inspection LPA observed that the Licensee is in compliance with capacity and ratio requirements. The purpose of the inspection was for LPA to observe a newly added play house located in the outdoor play area. LPA observed the play house to be safe and in good condition. The Licensee stated that the play house does not have any electrical, water, or gas lines and is designated for children's use. During the inspection LPA approved this play house for use contingent on the Licensee submitting an updated LIC 999 Facility Sketch to CCL.
LPA toured the facility inside and out and observed all indoor and outdoor activity areas. LPA observed doors lock and barricade gates securing storage areas and off limit areas which include the living the room, a portion of the kitchen, one bedroom, one restroom, and the dining room. Areas approved for day care use include one activity room, the outdoor play house, one restroom, and a portion of the kitchen. The Licensee stated that there are no weapons or firearms in the home, no fireplaces located in on-limit day care areas, and no bodies of water on the premises.
The facility is equipped with at least one functioning smoke detector, one carbon monoxide detector, first aid supplies, and at least one 2A10BC fire extinguisher. The Licensee understands that fire safety items and fire extinguishers should be maintained at least once every 12 months. The last fire safety inspection from the local fire authority was conducted in 11/2018 in which all fire safety items were maintained.
