Licensing Program Analyst (LPA) Elizabeth Berumen met with Licensee, Alma Aguilera for a scheduled tele-visit case management inspection for an increase in capacity. Tele-visit was conducted due to Covid-19. LPA received an approved fire clearance from the City of Watsonville Fire Department on 10/28/2020. No day care children were present during tele-inspection. Adults living in the home are Licensee and her husband with three children ages 4,13 and 17. Days and hours of operation will be Monday - Friday from 6:00 AM to 6:00 PM.

A review of staff records on November 5, 2020 indicates that all Facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. LPA reminded Applicant of the applicable civil penalties for those adults who have not received fingerprint clearances, are not associated to the license and who come in contact with or provide care and supervision to the children. Penalty amounts: $100.00 per person per day, minimum of $100.00 to a maximum of $500.00 per person for an initial violation and a minimum of $100.00 to a maximum of $3000.00 per person for any subsequent violation within a 12 month period.

Licensee has CPR and First Aid certifications, expiring June 25, 2022. Off limit areas inside the home are entire upstairs (3 bedrooms and two bathrooms), garage, and locked storage shed located on left side of the yard. Cleaning products, toxins, knifes, medication and other items that may pose a danger to children are stored inaccessible. LPA observed a fully charged 3A40BC fire extinguisher, smoke detector, and carbon monoxide detector. LPA observed sufficient materials, toys, and play equipment for the day care children. The home is clean, orderly, and safe for the day care children. Applicant states that there are no weapons in the home. Applicant has a pet dog. LPA reminded Applicant that smoking, baby walkers, and similar items are not allowed in Family Child Care Homes.

LPA explained the ratio/capacity for a large family child care home to Licensee. Licensee stated that she does not transport children, LPA reminded Licensee that children are never to be left in parked vehicles and must use appropriate car seats. LPA reminded Licensee to keep a current children roster. Practice and document fire disaster drills once every six months. Licensee has all needed documentation for SB 792 which requires immunization against Pertussis, Measles, and Influenza as well as TB testing.

LPA discussed the immediate civil penalties for Zero Tolerance. Beginning January 1, 2019 AB2370 requires licensed homes and centers to share information on the risks and effects of lead exposure with enrolling and re-enrolling families. LPA emailed a copy of the “Lead Poisoning Facts Information Flyer” to the facility. Safe sleep was discussed with the Licensee and Guide to Safe Sleep information was emailed to the licensee. Department website: http://ccld.ca.gov provided to Licensee.

An exit interview was conducted with Licensee in Spanish. LPA informed Licensee that this report and notice of site visit will be emailed to her. Licensee understands that in lieu of a signature, a read receipt or confirmation of receiving the report email must be submitted within 24 hours.

No deficiencies cited during today. Notice of site visit must remain posted for 30 days. A Large License (capacity 14) is approved today.
