Licensing Program Analyst (LPA) Elizabeth Berumen met with Licensee, Norma Navarro for an announced change of location inspection.
The Licensee is currently licensed at 144 West Beach Street in Watsonville, CA (444415505).

The adults that reside in the home are the Applicant and her spouse, Fidel Navarro, Lizette Navarro, Fridel Navarro Jr. Jackyln Navarro, and minor son who will be 18 on May 13, 2022.

Days and hours of operation will be Monday - Saturday from 6:00 AM to 6:00 PM.
Applicant's CPR and First Aid certifications are current and expire in February 13, 2023. Applicant completed Mandated Reporter Training on 02/22/22. A copy of current TB test, MMR, and Tdap vaccinations are on file. Licensee declined the influenza vaccine.
Licensee and son own the home. Applicant has liability insurance with DCI insurance.

LPA inspected the entire inside and outside of the home. There are fireplace in off limit living room. Off limit areas are three bedrooms, kitchen, dining room, living room, hall way bathroom and hallway closet. Licensee is using the left side gate for parent entrance. The entrance to the day care is through the back. The home is clean and orderly, with heating/air conditioning, and ventilation for safety & comfort. There is sufficient toys, supplies, and equipment for the day care children both indoors/outdoors. LPA observed a fully charged fire extinguisher (3A40BC), working combo smoke and carbon monoxide detectors, fenced backyard and no bodies of water. Licensee is only using the enclosed fenced area for day care children. The detached garage is off limits and locked. Applicant states that she does not have any weapons in the home. Licensee has a pet door.

Forms of discipline used by Licensee: talking to children. Cleaning Products, toxic agents, medications, and sharp objects were inaccessible to children. Licensee states that there are no poisons in the home. LPA reminded Licensee that smoking, baby walkers, bouncers, jumpers, and similar items are not allowed in Family Child Care Homes.

Licensee understands that children's personal rights should not be violated; including no corporal punishment. isolation of sick children, supervision of children, capacity options, transportation of children, requirements for reporting suspected child abuse, unusual incidents/injuries, heat related illnesses, and requirements for assistant/substitute were also discussed. LPA informed applicant that fire/disaster drills must be practiced at least once every 6 months and documented.

Applicant was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the requirements of AB 633 with the Applicant. The Applicant understands the AB 633 fact sheet/copy of Acknowledgement of Receipt of Licensing Reports (LIC 9224). LPA discussed "zero tolerance" related regulations with the Applicant and advised her of the assessment of an immediate $500 civil penalty for any violation of a "zero tolerance" related regulation. An ongoing civil penalty of $100 per day continues until the violation(s) is corrected.

LPA provided and reviewed the LIC 311D, Forms/Records To Keep In Your Family Child Care Homes, children’s forms/records, facility forms/records, and information to be posted.

LPA provided and discussed the safe sleep regulations with Applicant and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Ruma of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment

Exit interview conducted and report was reviewed with the Applicant, Norma Navarro and advised her that a large Family Child Care Home License will be approved once the following is completed.

2. Proof of completion of Health and Safety Training (including Lead and Nutrition Training).
