An unannounced complaint investigation follow up inspection was conducted at the facility by Licensing Program Analyst (LPA) Jaime Snow. It has been alleged that the facility is operating out of ratio; specifically, that one teacher cares for up to 18 children alone before the second staff comes one duty. The LPA met with the Director, Kristen Walworth on 6/26/19 who denied the allegation stating that they never have more than 12 children before the second staff. She said if a parent were to come early they would be asked to wait for additional staff before leaving their child. The LPA observed the facility to be within ratios on 6/26/19 & 9/11/19 when the LPA observed no more than 12 preschool children per teacher and again on 9/10/19 at noon as follows: (12) two year olds with (2) teachers, (11) 3 year olds with (1) teacher, (11) Pre-K/ 4 year olds with (1) teacher totaling 34 preschoolers and 4 teachers.

The LPA observed & reviewed sign in/out sheets and timecards for 8/23/19 9/9/19 and 9/10/19 to verify that no more than 12 children are being supervised before 7:30 AM the second teacher comes on. Interviews were conducted with 5 Staff, 8 children & 4 parents were interviewed and did not corroborate the allegation.

It has been alleged that the facility does not have drinking water readily available for children while outside. The LPA met with the Director, Kristen Walworth, who denied the allegation on 6/26/19 stating that the facility has water available via individual cups, water bottles and a refill jug for children during outside play. The LPA observed the individual water bottles being used outside and inside along with inside drinking fountains on 6/26/19 & 9/10/19 & 9/11/19. Interviews were conducted with 5 Staff, 8 children & 4 parents were interviewed and did not corroborate the allegation.

It has been alleged that children are not provided a healthful environment; specifically, that there is no paper towels or soap in the bathrooms. The LPA met with the Director, Kristen Walworth, who denied the allegation on 6/26/19 stating that washing hands is part of their routine; the LPA observed an adequate supply of hygiene items. The LPA observed the bathrooms stocked with soap and paper towels and children washing their hands during inspections on 6/26/19 & 9/10/19. Interviews were conducted with 5 Staff, 8 children & 4 parents were interviewed and did not corroborate the allegation.
Based on available information at this time, although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is unsubstantiated. This report was reviewed and discussed with the licensee. Appeal Rights were provided. Notice of Site Visit shall be posted for 30 days from today’s visit.
