An unannounced complaint investigation inspection was made to the facility by Licensing Program Analyst (LPA), N. Cunningham. It has been alleged staff would not allow child to use the restroom, specifically, at the end of January, Child 1 was told to wait to use the restroom during nap time. On February 3, 2023 at 8:50 am, Director Connor stated staff request all children use the restroom before nap time. Director Connor also stated that if a child request to use the restroom shortly after they used the restroom, staff ask the child to wait a minute to see if they actually have to go. Staff 1-4 and Child 3 also corroborated that children use the restroom before naptime. Two parents (Adult 1-2 and 2 children (Child 1-2) stated that children were not able to use the restroom when needed.

Based on the evidence obtained, the preponderance of evidence standard has been met, therefore the above allegation is found to be substantiated. California Code of Regulations, (Title 22), is being cited on the attached LIC 9099D.

Exit interview conducted and report was reviewed with Director Connor.
A notice of site visit was given and must remain posted for 30 days. Appeal rights were provided.

An unannounced complaint investigation inspection was made to the facility by Licensing Program Analyst (LPA), N. Cunningham. It has been alleged staff restrained a child and staff handled a child roughly, specifically, a staff member required a child to lay on their cot at nap time and did not allow the child to get up. It was also alleged that staff spoke inappropriately to child in care and staff left child unattended in the bathroom. On February 3, 2023 at 8:50 am, LPA Cunningham met with Director Connor. Director Connor denied all the allegations. On 3/29/23, LPA visited the facility and observed staff appropriately supervising 20 children.

Through the course of the investigation, starting from 02/3/23 through 04/4/23, LPA interviewed the director, four staff (Staff 1-4), two parents (Adult 1and 2) and 3 children (Child 1-3). Interviews did not corroborate the allegations.

This report was reviewed and discussed with Director Connor. Appeal Rights were provided. A notice of site visit was given and must remain posted for 30 days.
