32 | Assistant Director Theresa Russo (Director) stated that the facility experienced increase of biting when in August 2019 another local child care center closed and infants from that program become enrolled in this program. Per Director, when biting incidents increased in August 2019 the facility took the initiative to make action plans to minimize biting incidents. Per Director, action plans included "biting plans" where individual staff and parents met to discuss how to prevent biting, teethers being used for infants, and increased supervision to include "shadowing" children with chronic biting problems. The Director stated the S1 has no history of pushing children, and Director has never observed nor known of this staff violating any children's personal rights.
During this complaint investigation, LPA conducted three unannounced inspections on 12/09/19, 12/23/19 and 01/08/20. LPA interviewed a total of eight staff (including Director and Administrator). The remaining six staff were all privately interviewed at facility on 12/23/19. No children were interviewed due to their ages. LPA reviewed and obtained applicable facility records.
None of the interviews conducted could corroborate any of the allegations, and stated they have never observed any children or teachers being inappropriately pushed by any staff. Staff stated they had actions plans for children biting one another such as use of teethers, increased daily snack times, appropriate distribution/spacing out of available toys, close supervision and verbal/non-verbal communication teaching children to not bite one another. Per staff interviews, the action plans have been implemented to minimize the amount of biting incidents. During the three above mentioned unannounced complaint inspections, this LPA observed no staff pushing day care children nor any lack of supervision resulting in children biting other children.
Although the allegations may have happened or are valid, there is not a preponderance of the evidence to prove that the alleged violations occurred, and the findings are unsubstantiated. An exit interview was conducted. The Notice of Site Visit must be posted for 30 days.
