13 | On 2/26/2021 at 1:25pm, Licensing Program Analyst (LPA) Laura Chavez met with Licensee Terri Bailey to deliver complaint findings, the meeting was conducted via tele-inspection due to the current State of Emergency caused by COVID-19. It was alleged that the licensee is operating out of ratio. The licensee, whom was interviewed on 9/11/2020 at 10:40am denied the allegation and stated that teacher to child ratios exceed Title 22 requirements. LPA conducted additional interviews with four staff on 2/17/2021. The four staff interviewed stated that teacher:child ratios are always maintained and exceed licensing requirements. During today's tele-inspection of the facility, LPA observed 13 preschool age children with 2 qualified teachers in the Yellow room, 20 preschool age children with 2 qualified teachers and 1 teacher's assistant in the Blue room and 16 preschool age children with 2 qualified teachers, 1 teacher's assistant and Assistant Director in the Red room.
Although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation occurred, and the findings are unsubstantiated. An exit interview was conducted. Appeal rights were provided and exit interview conducted. The Notice of Site Visit must be posted for 30 days.
