25 | An inspection was made to the facility by Licensing Program Analyst (LPA), Elpidia Hernandez Torres. A review of staff records on indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. There are currently four adults living in the home. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
During today’s inspection the home and grounds were toured. The licensee and staff were supervising 12 children, and operating within the licensed capacity and ratio requirements. No children were observed left in any parked vehicle. The facility’s operating hours are 08:30AM to 03:45PM on Tuesdays and Thursdays, and 01:30PM-03:45PM on Wednesdays. The floor plan submitted by the licensee was reviewed and verified. The off-limits areas of the home are the living room, kitchen, dining room, 2nd level and all its rooms. They were made inaccessible by door locking mechanisms. The home was clean and orderly, and was at a comfortable indoor temperature. There were safe toys and equipment available for children. There is a working telephone in the home. The licensee has current pediatric CPR and First Aid certification, which expire on 09/2024. The licensee and staff have current AB 1207 Mandated reporter training certificates which expire on 07/2024 for assistant, and 01/2025 for licensee. Last disaster drill was conducted on 10/10/2023, LPA reminded licensee one disaster drill was required every six months. Items which could pose a danger to children (detergents, cleaning compounds, medications, etc.) were stored out of the reach of children. The regulation that poisons are locked with a key or combination lock was reviewed. The staircase is barricaded with a door. There is a working smoke detector, carbon monoxide detector and fire extinguisher, rated at least 2A10BC, in the home. The licensee stated there are no firearms and/or other dangerous weapons in the home, and none were observed during today's inspection. The children use the side yard as the outdoor play area and it is fully fenced. There were no pools or other bodies of water observed in the yard. Six children's records were reviewed at 09:40AM; required emergency information was observed to be on file. |
