32 | Furthermore, AD claimed the facility’s standards was for staff to change a child’s diaper every two hours with exception of a child having a bowel movement, which required staff to change the diaper sooner, and if a child’s diaper did not get changed, it was not intentional; and AD felt the children’s diapering needs were being met. AD never saw a child(ren) walking around with uncleaned noses, and AD had not seen staff refuse to clean a child(ren)’s runny nose, and if the children were outside, staff knocked on the classroom door to request tissue paper to wipe a child’s nose.
Statements provided by S1-S6 did not report any concerns, and according to S1-S6, they had not seen any unqualified staff left alone with the children without the presence of a fully qualified teacher (FQT) or AD, and S2 claimed the only time she saw unqualified staff left alone with the children was during nap time. Staff described their duties consisted of changing the children’s diapers, and expressed the classrooms contained a checklist which staff checked prior to changing a child’s diapers one and half to two hours to prevent diaper rashes, and child(ren)’s diaper changes were documented on the facility iPad. S2, S3, S5 & S6 felt the current batch of staff were aware of their duties and were experienced enough to change diapers. Staff denied claims of not cleaning the children’s nose and reported they never refused, and they were willing to clean a child’s noses, and some staff explained that sometimes they did not have a chance to wipe all the children’s noses. P1-P5 described that during drop off times, parents saw between 2-6 staff caring for 2-13 children in a class, but parents were uncertain of the staff Title/position and could not confirm if unqualified staff were left alone to care for children in their child’s classroom. P1, P2, P3 & P4 reported they never found their child in an excessively wet or soiled diaper and staff changed diapers often, and felt their child’s diapering needs were being met, however; P4 & P5 did express diapering issues because their child either sustained multiple diaper rashes and/or bumps on the bottom or was found in a wet or soiled diaper. On multiple occasions during pickup times, P1, P3, P5 found their child with runny noses with snots that sometimes appeared to be dried, some parents did not feel staff intentionally left a child with a runny nose, and parents reported they never saw or heard staff refuse to clean a child’s nose.
Although the allegations may have happened or is valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegations are unsubstantiated. Exit interview conducted and report was reviewed with the Center Director, Donje Fields. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. There were no violation(s) of California Code of Regulations, Title 22, Division 12 cited at this time. Appeal Rights were provided. |
