13 | On 2/26/2021 at 1:25pm, Licensing Program Analyst (LPA) Laura Chavez met with Licensee Terri Bailey to deliver complaint findings, the meeting was conducted via tele-inspection due to the current State of Emergency caused by COVID-19. It has been alleged that the facility is operating out-of-ratio and unqualified staff are left alone with infants. The licensee, whom was interviewed on 9/2/2020 at 5:15pm denied the allegations and stated that qualified infant teachers are always present to meet the infant staffing ratios required in Title 22 Regulations. LPA conducted additional interviews with four staff on 2/17/2021. The four staff interviewed stated that qualified infant teachers are always present to meet the numbers of infants in care. During today's tele-inspection of the facility, LPA observed two qualified infant teachers supervising 5 infants in the 0-1 year old classroom and two qualified infant teachers and one aide supervising 9 infants in the 1-2 year old classroom.
Although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation occurred, and the findings are unsubstantiated. An exit interview was conducted. Appeal rights were provided and exit interview conducted. The Notice of Site Visit must be posted for 30 days. |
