Licensing Program Analyst (LPA) Ouye arrived to deliver finding regarding the complaint allegations noted above which were viewed on a streaming video on an application provided by the facility.
Throught the course of the complaint investigations, LPA conducted interviews with staff and parents of children who's care falls under the facility's infant license. LPA Ouye interviewed parents P1, P2, P3, P4, P5, P6. LPA Ouye interviewed five staff S1, S2, S3, S4 and S5. LPA also viewed the live video feed.

The first allegation is that staff force fed daycare children, specifically that staff shoved food into mouth of child forcing the childs head to jerk back. All of the parents interviewed indicated that they have used the online streaming video service and have never witnessed staff force feeding a child or feeding a child in a manner which would cause the child's head to jerk back. The parents have not see this staff behavior in person either. The interviwed staff deny that any child has ever been fed in a manner which would cause the child head to jerk back. The staff indicated that they encourage the infant to eat and taste the food, but will never force feed a child. The will make repeated attempts to feed a child who is distracted and indicated that with some children the feeding process is a long and slow process while with other infants the feeding process is much faster. Based on the conducted interviews, there is not a preponderance of evidence to support that the allegation did or did not occur.

The allegation that staff force fed daycare children is unsubstantiated.

The second allegation is: staff roughly handled day care child, specifically that a staff picked up an infant roughly and threw the infant over the staff's shoulder to burp the child.

LPA interviewed parents P1 through P6 and interviewed staff S1 through S5. All of the parents interviewed stated again that whether in person or on the live video streaming, they have never seen a teacher handle the children in a rough manner. All of the parents interviewed had positive comments with regards to the care provided for their children and have never seen a child handled roughly. One parent said that at times the video can be choppy where the video jumps but the parent is happy with the care being provided for the child. Based on the conducted interviews, there is not a preponderance of evidence to support that the allegation did or did not occur.

The allegation that staff roughly handled daycare child is unsubstantiated.

The third and fourth allegation is: staff forced daycare child to lay on one side and staff forced daycare child to sit. Parent P1 through P6 were interviewed. Staff S1 through S5 were interviewed. The parents interviewed did not feel that the staff were acting inappropriately when handling their children. The parents felts that the children were well cared for and were happy with the staff of the child care center. The staff who were interviewed indicated that there are certain milestones for development. When a child is learning to sit, you will work with the infant to sit. They may lose their balance but you would help them back to the seated position. You would not leave them laying down. Staff also indicated that they follow back to sleep procedures, so if a child is napping, they check on the child regularly. They do rotate the child into a safe position. The staff indicated visual observation only may not tell the whole story when the staff are working on developmental goals.

Based on the interviews there is not a preponderance of evidence to support that the allegation did or did not occur.

The allegation that staff forced day care child to sit and staff forced day care child to lay on one side is unsubstantiated.

The last allegation is staff eating day care children's food.

Parents P1 through P6 were interviewed and staff S1 through S5 were also interviewed.

Parents stated that they have never seen a teacher eat the child's food. Staff stated that the facility provides food for the staff. The staff are served the same meal to again provide developmental child growth. The staff indicated that if they eat the same food with the children, the process encourages children to imitate the eating process. The staff indicate that the facility makes enough food to include the staff. Based on the conducted interviews there is not a preponderance of evidence to support that the allegation did or did not occur.

The allegation that staff eating daycare children's food is unsubstantiated.

All complaint allegations were unsubstantiated.

No deficiencies cited as a result of this complaint investigation.
