13 | Licensing Program Analyst (LPA) Ouye arrived to deliver finding regarding the complaint allegations noted above which were viewed on a streaming video on an application provided by the facility.
Throught the course of the complaint investigations, LPA conducted interviews with staff and parents of children who's care falls under the facility's infant license. LPA Ouye interviewed parents P1, P2, P3, P4, P5, P6. LPA Ouye interviewed five staff S1, S2, S3, S4 and S5. LPA also viewed the live video feed.
The first allegation is that staff force fed daycare children, specifically that staff shoved food into mouth of child forcing the childs head to jerk back. All of the parents interviewed indicated that they have used the online streaming video service and have never witnessed staff force feeding a child or feeding a child in a manner which would cause the child's head to jerk back. The parents have not see this staff behavior in person either. The interviwed staff deny that any child has ever been fed in a manner which would cause the child head to jerk back. The staff indicated that they encourage the infant to eat and taste the food, but will never force feed a child. The will make repeated attempts to feed a child who is distracted and indicated that with some children the feeding process is a long and slow process while with other infants the feeding process is much faster. Based on the conducted interviews, there is not a preponderance of evidence to support that the allegation did or did not occur.
The allegation that staff force fed daycare children is unsubstantiated.
