A required inspection was made to the facility by Licensing Program Analyst (LPA), C. Castro. The facility staff records are located at the Vallejo United School District Office and the human resources (HR) stated that school district staff are criminal record cleared prior to employment. This facility is funded by the California Department of Education, and operated by the Vallejo Unified School District (public agency) and is a Title 5 funded program.

The facility’s operating hours for the full day program are 7:00 a.m. - 5:30 p.m., Monday-Friday and the state preschool hours are 9am-12pm, Monday-Friday. The facility was toured inside and outside and the floor and yard plan submitted by the licensee were verified. The items which could pose a danger to children (such as detergents, cleaning compounds and medications) were observed to be inaccessible to children. Facility Representative stated that no poisons are stored on site and none were observed during today's visit. The toys, floors, desks and other equipment and surfaces are clean, toxic free, safe and in good condition. There is uncontaminated drinking water available to children and Facility Representative stated that there is bottled water for the children to drink. The children's bathrooms are in safe and sanitary condition. Food is provided by school district food services. Food is properly stored and refrigerated as needed. There was no contaminated food observed. Garbage cans containing solid waste have tight fitting lids. The LPA observed classrooms #30 and #31 had a working carbon monoxide detector and a fully charged fire extinguisher rated at least 2A10BC.

LPA toured the outdoor playground. The playground was free of hazards. The playground equipment and surface areas were in safe condition. There is rubberized cushioning underneath climbing structures and/or play equipment to absorb falls. There were no bodies of water observed. Facility Representative stated no weapons are stored on site and none were observed. During today's inspection, staffing ratios were being met, and 2 children were being supervised by 2 teachers/aides in classroom #30 and 14 children were being supervised by four teachers/aides in classroom #31. The facility was operating within the licensed capacity. The sign-in/sign-out procedure was reviewed and in compliance. LPA conducted staff record reviews off site at the Vallejo Unified School District office. At least one staff member present during the visit possessed current CPR and First Aid certifications. Three children’s records were reviewed and contained all required forms.

LPA verified that the lead testing was completed in accordance with the Written Directives outlined in PIN 21-21.1-CCP. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). CCC completed testing and is compliant.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

There were no Title 22 deficiencies cited during today's inspection.
