32 | A staff interview revealed they were told by another staff member that guardians have to wait outside. Another staff reported guardians don’t just enter the room, they will enter if it’s a special event. Another staff interview revealed guardians are not allowed to enter the preschool and if a child is having a difficult time saying good bye they will walk the child to the window to wave to the guardian good bye, but has told the guardian they are not allowed to enter. Another staff reported they meet the guardian at the door with the child at pick up and drop off.
Five guardians were interviewed between 05/17 and 08/17. Interviews revealed, guardians line up outside during pick up and drop off. One interview revealed, a guardian was told by a staff member they aren’t allowed to enter the classroom. Another guardian interview revealed earlier in the year they were denied entry into the classroom, but it got better during the summer time. Another interview revealed they arrive and drop off the child but don’t go inside because its implied that guardians stay outside.
When LPA Hernandez Torres arrive to the facility on 05/18/2023, there was a sign on each door that had a stop sign printed on it and read “ DO NOT ENTER THE FACILITY Due to COVID-19 Only Authorized Employees Are Allowed to Enter Building”. LPA reviewed parents rights with Center Director and Center Director removed all three signs before LPA left the center.
Based on interviews, and observations, the preponderance of evidence standard has been met and the above allegation is found to be substantiated. The California Health and Safety Code, 1596.857 is being cited on attached LIC 9099D . This report was reviewed with the center director and an exit interview was conducted. Signature was recorded on this Complaint Investigation Report (CIR), a copy was provided. Notice of Site Visit shall be posted for 30 days. Appeal Rights were provided.
