Licensing Program Analyst Glenn Ouye met with applicant June Regis to conduct a prelicensing inspection for a preschool center that will also have a toddler option. The application was received on December 21, 2021. The center will be open Monday through Saturday, from 5:00am to 7:00pm.

The center's capacity determination was conducted and there is sufficient square footage to support 30 children for the interior activity and outdoor activity area. The is room for the toddler program and a separate area for the preschool age children There are two toilets and three sinks in the facility. There is a separate staff bathroom and a office for the Director/Site Supervisor. The facility does have a kitchen for to allow for snack preparation. Meals are ordered from a commercial food vendor who will deliver the meals to the center. There is also a lockable storage room off the kitchen where all chemicals/cleaning supplies will be stored. There is a functioning smoke and carbon monoxide detector and fire alarm. The fire extinguisher rated at 2A10BC is located near the front entrance. The applicant was reminded of the requirement to conduct emergency disaster drills at least every six months.

The preschool program will use different area of the preschool activity area based on the children's age and development. Sign in and sign out will be done using electronic sign in. A printable version of the sign in and out document is available for the department upon request. There is sufficient equipment, furniture and toys for the children in care. There is also sufficient sleeping cots for the children in both the toddler and preschool programs.

The outdoor activity area has a grass lawn area for the toddlers and a cement/wood chip cushioned area for preschool age children. There is a age appropriate play structure with sufficient wood chip and rubberized cushioning for fall protection. The area is separated by gated fence. The entire outdoor activity area is fully fenced.

All children, staff and facility records will be maintained in the office. The applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Covid-19 mitigation plan was discussed. The discussion included masking requirements, hand washing, disinfecting and sanitization and daily wellness checks and reporting of Covid-19 positive cases to Solano County Public Health and Community Care Licensing.

Exit interview conducted and report was reviewed with the applicant, June Regis.

The facility is approved for licensure. The license will be effective February 2, 2022.
