25 | During the course of a complaint investigation visit, Licensing Program Analyst (LPA), Melchisedeck Augustin conducted an unannounced Case Management (CM) visit and met with Center Director (CD), Jaclyn Smith to evaluate compliance with teacher-child ratio requirements. On 03/21/24 and 03/25/24, LPA interviewed parent (P3), staff (S2-S3), and adult (A1) which confirmed they saw the facility operated out of ratio. According to P3, every morning the facility experienced staffing shortage, and P3 saw between 20 to 30 children were combined in the Tulip classroom with two Aides. S2 said sometimes the facility was inadequately staff which had an impact on the teacher child ratio and S3 confirmed saw 14 children in care with one staff. Furthermore, A1 conveyed the biggest concerns was the teacher-child ratio and the facility was grossly out of compliance, and on eight or nine different occasions, A1 witnessed between 15 to 17 children in care with one staff.
During today’s visit, there were 65 children in care with 11 staff which includes 9 teachers and 2 Aides, and based on LPA's observations today; the facility was complying with teacher-child ratio requirements.
Exit interview conducted and report was reviewed with the Director, Jaclyn Smith. Notice of Site Visit shall be posted for 30 days. Failure to comply with posting requirements shall result in an immediately civil penalty of $100. The were no violation(s) of Title 22 Deficiency cited during today’s inspection.
