32 | The director stated that childcare services provided by the center are for preschool-age children only. The director stated that the facility shares the property with Cross and Crown Lutheran School, a TK-6 grade, private elementary school. The director stated that the elementary school is its separate entity and does not share any classrooms, teachers, or play areas with the preschool. The director stated that the elementary school has its own entrance and hallways. The director stated that children from the preschool are not commingled with children that are attending in the elementary school. LPA requested a video tour of the facility on 11/20/20 at 02:15pm. There were two preschool age children present; no school-age children were observed.
The LPA interviewed Jean Bashi (S2), the administrator of Cross and Crown Lutheran School, on 11/24/20 via telephone at 09:30am. The administrator corroborated the statements of the center director. The administrator stated that the elementary school operates independently from the preschool. The administrator stated that the school-age children are always supervised by elementary school staff and never supervised by preschool staff. The administrator stated that the preschool children are not commingled with school-age children.
During the complaint investigation, interviews were conducted with clients and facility staff (S3-S6). Clients interviewed all stated that they have never observed the center operating outside the terms of its license and provide childcare for school age children. The facility staff that were interviewed all stated that they have never observed any care and supervision provided for school age children at the center. The staff interviewed all corroborated the center director’s statements.
Based on available information and interviews conducted, there is not a preponderance of evidence to prove the alleged violation did or did not occur. Therefore, the allegation is unsubstantiated. All licensing reports are public information and must be made available upon request for at least three years. This report was read and reviewed with the facility director. There were no Title 22 deficiencies cited during today's tele-vist. Appeal rights were provided.
