13 | On 11/20/20 at 11:30AM, Licensing Program Analyst (LPA) N. Cunningham met with the Licensee to deliver complaint findings. The meeting was conducted via tele-inspection due to the current state of emergency regarding the COVID-19 outbreak. It is alleged that staff did not treat a child with dignity; specifically, the Licensee spilled coffee on a child's shoulder. On 02/14/20, LPA conducted interviews with two children and one staff member. On 02/14/20 at approximately 2:40PM, the Licensee denied the allegation and stated that she has never spilled coffee on a child. On 11/18/20, LPA interviewed four parents. Interviews with staff, parents and children did not provide enough evidence for LPA to determine if the allegation did or did not occur.
Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove that the alleged violation occurred, and the finding i determined to be unsubstantiated. This report was discussed and reviewed with the Licensee. This licensing report is public information and must be made available upon request for at least three years. The Licensee’s signature was not recorded on this Complaint Investigation Report (CIR); however, Liccensee was provided with a copy of this CIR, and the Licensee’s confirmation of report is on file. Notice of Site Visit shall be posted for 30 days. Appeal Rights were provided.
