Licensing Program Analyst (LPA), Leticia Rosales-Meza conducted an unannounced subsequent complaint investigation inspection, for the purpose of delivering complaint findings, and met with the Licensee, Margarita Better-Stafanski. It has been alleged that Licensee restrained children in care, specifically that twelve infants in care crying confined to high chairs and floor seats. It has been alleged that children's diapering needs are not met, specifically that Licensee cares for too many infants and she is unable to change all their diapers. It has been alleged that toxic chemicals are not locked, specifically that Lysol spray bottles out in the counter among other cleaning supplies. It has been alleged that facility is unkempt, specifically that the house was dirty and had a lot of junk inside making it look like a hoarders house.

During the initial complaint investigation to the facility on 02/23/22, records were reviewed and the LPA conducted an interview with the Licensee at 2:15 PM. The Licensee denied the allegations.

Licensee stated children in care are never restrained, the only time the children are in high chairs and floor seats is when children are eating, then immediately removed, but not restrained. Licensee stated she checks children's diapers constantly, and changes their diapers every two to three hours or even more often even if they are not wet. Licensee stated toxic chemicals are always locked. Licensee stated that she works hard and provides good care to all the children, and when the children leave in the afternoon she cleans and disinfect the home. Licensee stated of course there are more children's bag packs, bottles and children's needs around because there were a lot of infants, but the home is safe. Licensee stated she always stores all the cleaning supplies out of reach of children. Licensee stated that she always keeps up her house, and she does have a lot of children's toys, books, and children's furniture, but the home is a safe.

An interview was conducted with Parent 5 (P5) on 5/17/22 at 1:27 PM. An interview was conducted with Parent 6 (P6) on 5/17/22 at 4:05 PM. An interview was conducted with Parent 2 (P2) on 5/18/22 at 8:38 AM.

During the inspections, the LPA observed Licensee and S1 attending to all the children's needs and giving the children a lot of their attention and respect.

Based on interviews conducted and records reviewed, although the allegations may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violations occurred, therefore the allegation is Unsubstantiated.


There were no Title 22 deficiencies cited during today's inspection. All licensing reports are public information and must be made available upon request for at least three years. This report was reviewed and discussed with Licensee. Appeal Rights were provided.
