During today's inspection, staffing ratios were being met, a total of 29 children were being supervised by 4 staff, the licensee (L1), teacher 1 (S1), teacher 2 (S2) and an aide (S3). The facility was operating within the licensed capacity and ratio requirements. Five children’s records were reviewed and contained the required documents. Four staff records (L1 and S1-S3) were reviewed at 11:00am. A review of staff files and interview with L1 indicate the following, Staff 1 (S1) and Staff 3 (S3) do not have proof of immunity to Measles or Pertussis on file. Staff 1 (S1) and Staff 3 (S3) have not completed the Mandated Reporter Training and have been employed for over 90 days and Staff 2's (S2's) training certificate is expired and has not been renewed.
Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. The following violations of the California Code of Regulations, Title 22; Division 12, were observed: see LIC 809D. Appeal Rights were provided.
Notice of Site Visit shall be posted for 30 days from today's visit. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
