25 | A required - 1 year inspection was made to the facility by Licensing Program Analyst (LPA) Leticia Rosales-Meza. A review of staff records on 07/14/23 indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. There are currently two adults living in the home.
During today’s inspection the home and grounds were toured. The licensee was supervising three children, and operating within the licensed capacity and ratio requirements. No children were observed left in any parked vehicle. The facility’s operating hours are 7:00 AM to 6:00 PM, Monday–Saturday. The floor plan submitted by the licensee was reviewed and verified. The "Off limits" areas are the two bedrooms on the main level and the third bedroom and bathroom located over the garage. Door knob covers and key locks prevents access to the three bedrooms. A safety gate at the bottom of the stairs prevents access to the third bedroom. The children have access to the living room, dining room, kitchen, back room next to the dining room (playroom #2), hallway bathroom, and the garage (play room #1). The home was clean and orderly, and was at a comfortable indoor temperature of 75 degrees Fahrenheit. There is an electric fireplace in the living room. The fireplace is decorative. Mrs. Torres states does not use at all. There were safe toys and equipment available for children. There is a working telephone in the home. The licensee has current pediatric CPR and First Aid certification, which expire on 10/2023. The licensees' CA mandated reporter training certificate expires January 17, 2025. Items which could pose a danger to children (detergents, cleaning compounds, and medications) were stored out of the reach of children. Poisons are stored in a key locked cabinet in the outdoor storage shed. There is a working smoke detector, carbon monoxide detector and fire extinguisher rated at least 2-A, 10:BC. The licensee has conducted an emergency drill within the past six months, most recent Fire drill was documented on 05/22/23. The licensee stated there are no firearms and/or other dangerous weapons in the home, and none were observed during today's inspection.
