Due to COVID-19 an announced tele-visit was conducted by Licensing Program Analyst (LPA) Amy Strother to deliver complaint investigation findings. On 05/08/20 at 9:53am LPA met with Executive Director, Lisa Grocott, Area Supervisor, Amy Carr and Primary Caregiver, Laura Contreras on a Zoom meeting to discuss the investigation findings. It has been alleged that objects used by children are not sanitized as often as necessary, specifically that toys are shared between day care children and between Head Start facilities and not sanitized, resulting in children becoming sick, and that children are not inspected for illness, specifically that children are allowed to be at the day care when sick.

During the investigation, records were reviewed and interviews were conducted with staff members Staff 1 – Staff 4 (S1-S4) on 03/05/20 beginning at 12:05pm. Staff were unable to corroborate the allegations that objects used by children are not sanitized as often as necessary.

Staff interviewed all stated that there are many methods of sanitizing including using Clorox Hydrogen Peroxide Wipes, Envirocide spray, putting items in the dishwasher/sanitizer, removing toys that are mouthed by children immediately after use to be sanitized, and a deep clean of the entire classroom every Friday. S1-S4 stated that toys/objects are not shared between the different Head Start centers. On 04/29/20 at 3:03pm LPA conducted a telephone interview with Staff 5 (S5) who stated that objects used by children do not go from one Head Start facility to another directly. S5 stated that objects may leave a Head Start facility to be stored at the Head Start warehouse and are sanitized before they leave the facility. S5 stated that any objects that come from the warehouse and go to a facility are sanitized before they are used by the children in care.

In addition, facility staff S1-S4 did not corroborate that children are not inspected for illness. S3 stated that they arrive to the facility after all of the children are dropped off so they are not involved in morning inspection for illness, but that staff communicate to them about any bumps or bruises that may have been reported by parents or occurred before their arrival. S1, S2 and S4 stated that they greet the children upon arrival, do a health check on each child as they are saying good morning and that they ask parents to wash their child(ren’s) hands upon arrival., denying that children are not inspected for illness. S1 stated examples of when children were observed to appear ill after they were dropped off, stating that they were isolated from the other children immediately and then sent home, denying that children are allowed at the day care when sick. S1 stated that they sanitize the classroom after the ill child is sent home.

Based on available information, although the allegations may have happened or are valid, there is not a preponderance of evidence to prove that the alleged violations occurred, therefore the allegations are unsubstantiated.

This report was reviewed and discussed with Executive Director, Lisa Grocott, Area Supervisor, Jessica Morell and Primary Caregiver, Laura Contreras. Facility representatives’ original signatures were not recorded on this report; however, Head Start Executive Director, Lisa Grocott was provided with a copy of the LIC9099 Complaint Investigation Report (CIR) and Appeal Rights in an email dated 04/08/20 and confirmation of read receipt of the CIR is on file.

There were no Title 22 deficiencies cited related to this report.
