25 | A prelicensing inspection was conducted by Licensing Program Analyst (LPA) Amy Strother. An application for a child child center was received by CCLD on 08/26/19. An Emergency Approval to Operate was issued to the facility on 08/28/19 by CCLD to honor continuity of care for the children that were enrolled under the center previously licensed at this address. LPA met with owner of Seedlings & Sprouts Preschool and applicant, Vanessa Tunnicliffe. The facility is located at 1561 Herbert Street, Santa Rosa, CA 95401. Operating hours will be Monday-Friday, 7:00am-6:00pm and occasional Saturdays 9:00am-2:00pm. The applicant has requested a total capacity of 57, 45 preschool aged children and 12 toddlers. The buildings were toured and inspected. The classrooms measured sufficient for a total capacity of 51 children. The applicant stated that she will update the application, requesting a total capacity of 51 children, 39 preschool aged children and 12 toddlers. The applicant stated that a fire clearance was conducted, and that the inspector stated the clearance report STD850 would be sent to CCLD. LPA has not received the STD850 and has requested it from the Santa Rosa Fire Department. The required postings are posted in the entry of the school. Individual storage spaces were available for children to use in the classrooms or the hallway. The sign-in and sign-out procedure is completed on a sign in clipboard located next to the front door. The applicant understands that full parent/guardian signatures are required. The applicant understands that the toddler program shall be conducted in areas physically separate from those used by older children. Sufficient chairs, tables, and activities were present in the classrooms. There are four toilets and four sinks accessible to the children. Two separate staff bathrooms are available. The applicant serves morning and afternoon snacks and the parents provide lunch from home. Storage containers for waste have tight-fitting lids and food is protected from contamination. There is sufficient outdoor space available for the capacity requested. A minimum four-foot-tall fence surrounds the playgrounds. The facility has two separate outdoor play areas, one for preschool age children and one for the toddlers. The outdoor play areas are directly outside the classrooms. The play equipment is age appropriate and wood chip cushioning material is under and around play equipment to absorb falls.
