A required annual inspection of the facility was conducted by Licensing Program Analyst (LPA) Amy Strother. The facility file was reviewed prior to this inspection. A review of the personnel report on file indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. Licensee was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

This center is a preschool with a toddler component. Licensee stated during the visit that she has not had toddlers enrolled at the facility during the pandemic due to the fact that children under the age of 24 months can not wear face masks. The toddler component is not currently operating. The facility’s operating hours are 7:00 a.m. - 5:30 p.m., Monday-Friday, year-round. The facility was toured inside and outside, and the floor and yard plan submitted by the licensee were verified. Sign in/out records were reviewed and in compliance. Items which could pose a danger to children (such as detergents, cleaning compounds and medications) were observed to be inaccessible to children either up high or in a locked closet. LPA observed the toys, floors, desks and other equipment and surfaces are clean, toxic free, safe, and in good condition. There is uncontaminated drinking water available to children both indoors and outdoors by use of a water jug and disposable cups and individually labeled cups for children at snack and lunch time. The children's bathrooms are in safe and sanitary condition. The center’s isolation area for any child who becomes ill while in care is located in the staff office on a couch. LPA observed food prep areas are clean. Food is properly stored and refrigerated as needed. There was no contaminated food observed. Licensee stated that garbage cans containing solid waste do not currently have tight fitting lids due to COVID-19 to reduce touch surfaces and once lunch or snack time is over the teachers immediately empty the garbage cans and the waste is not accessible to children. Licensee stated children bring their lunches from home. Snack menus are posted in the kitchen. LPA observed a working carbon monoxide detector in the facility. LPA observed the playground equipment and surface areas were in safe condition.

There is wood chip cushioning underneath climbing structures and/or play equipment to absorb falls. There were no bodies of water observed on the site. Licensee stated no weapons are stored on site, and none were observed.

During today's inspection, staffing ratios were being met, 23 children were being supervised by 3 staff in the preschool classrooms. The facility was operating within the licensed capacity and ratio requirements. At least one staff member present during the inspection possessed current CPR and First Aid certifications, which expire 02/17/2023. Four staff records were reviewed at 11:05 a.m. and contained health screening, and documentation of immunization's as required. 10 children’s records were reviewed at 11:36 a.m. and contained identification and emergency information and medical assessments as required. LPA discussed the safe sleep regulations with licensee because their is a toddler component on the License and the Licensee stated that she plans to use the toddler component again at a later date. LPA discussed the Child Care Licensing Safe Sleep webpage athttps://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department.
