NARRATIVE
1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25	On 4/27/23, Licensing Program Analyst (LPA) Joseph Pacheco conducted an unannounced Case Management inspection and met with Director, Barbara Alvarado. LPA explained the reason for the inspection and a tour of the center was conducted both inside and outside. The licensee is requesting an increase of capacity from 34 preschool children to 42 preschool children. This program currently operates year round from 7:00 AM to 5:30 PM on the premises of First United Methodist Church and utilizes classrooms 9, 10 and 12. Director stated that the program offers AM and PM snacks. Parents provide lunch for their children. Facility has food available in the event a parent forgets to provide their child a lunch. Snacks are prepared at a kitchenette on-site and delivered to the respective classrooms. Ill children will be isolated in the Director’s office and utilize the staff bathroom next to Classroom 9. Cleaning supplies are kept in locked janitorial closets which are inaccessible to children. All three classrooms appeared to be clean and free of toxins. LPA observed that the furniture and equipment in the three classrooms appeared to be safe and in good condition. LPA reminded Director to anchor cubbies in all three classrooms so they can’t be tipped over. LPA observed that the center has a working carbon monoxide detector installed. LPA observed that there are plenty of tables and chairs and sleeping cots. Classroom items and toys appeared to be age appropriate. Room measurements in all three classrooms were taken and reviewed with Director. The total inside preschool area of all three classrooms measured to an approximate 1,477 square feet which will accommodate the requested capacity of 42 preschool children. LPA observed 34 cubbies so more will need to be ordered to accommodate the requested capacity. There is a total of 3 toilets and 7 sinks/hand washing fixtures which will accommodate the requested capacity. Facility utilizes a water vendor service and the sink faucets in the three classrooms to fill children’s water bottles they bring from home. Facility utilizes water pitchers to refill the water bottles during outside activities. The outside square footage measured to an approximate 12,795 square feet which will accommodate the requested capacity of 42 preschool children. Mature trees and a shaded entry way into classrooms 10 and 12 provide an adequate shaded rest area. There is a play structure with slides that is utilizing rubber mat cushioning. LPA also observed a sand box and a grass area. There is one shed outside for the preschool toys and equipment which is kept locked at all times. Due to the play area being large, having bushes, & a play structure, LPA reminded Director to make sure they have visual supervision of children at all times.
A fire clearance for 42 preschool children was received and granted by the City of Modesto Fire Department on 7/28/22.

The following items must be completed prior to issuing a license for 42 preschool children:

Inside
· Anchor cubbies in all classrooms to prevent from tipping over.
· Order additional children’s cubbies to accommodate the requested capacity.
· Purchase and install a child safety lock on the door in Classroom 9.
· Cap the exposed bolts on all toilets used by children.

Pending a final file review and completion of above items, a recommendation will be made to license the above facility for a capacity of 42 preschool children.
