On 8/15/23, Licensing Program Analyst (LPA) Joseph Pacheco conducted an announced case management inspection and met with Director, Judy Huerta. Licensee is Turlock Unified School District. Facility was closed and no children were present on this date. Facility is located on the campus of Osborn Elementary School. LPA explained the reason of the inspection and a tour of the center was conducted both inside and outside. Licensee is requesting to move from classroom C3 to classrooms J1 and J2. Facility previously had a waiver to share its old outdoor activity area with special education children age 3-4 and is requesting a waiver to share the new outdoor activity area with the same group of children. Facility is requesting a capacity of 40 preschool children for these classrooms. This facility will operate two half day programs on a traditional school year schedule Monday through Friday. Classroom J1 will operate the AM session from 8:00am – 11:30am, Classroom J2 will operate the PM session from 12:00pm – 3:30pm.
Director stated that the center will provide a breakfast and lunch for the AM session and lunch and an afternoon snack for the PM session. Food is prepared at a centralized kitchen offsite and delivered to the facility daily. The cleaning supplies are stored in a cabinet which is inaccessible to children. Staff will utilize the bathrooms designated for staff located in each classroom. Ill children will utilize the bathroom in the nurse’s office and be isolated in the nurse’s office.
The classrooms were observed to be clean and free of toxins. LPA observed that the furniture and equipment appeared to be safe and in good condition. There are enough tables, chairs, and plenty of toys for preschool children to play with. LPA reminded Director not to store anything on top of high bookcases that could potentially fall on children. There is a working carbon monoxide detector in the classrooms.
LPA reviewed with Director that any future changes to the classrooms are required to ensure that furniture does not tip over on to children, the furniture is to be anchored or situated that tipping does not occur. Classroom changes of furniture shall be situated that 100% visual supervision is always provided to children in care. Toys and equipment appear to be age appropriate. There is a total of 4 toilets and 4 sinks/hand washing fixtures which will accommodate the requested capacity. LPA did not observe any hazards in these bathrooms.

Director understands that staff are to maintain visual supervision at all times when children are using the bathroom. Staff are fingerprint cleared as a condition of employment through Turlock Unified School District.
Room measurements were taken and reviewed with Director. The total inside preschool area measured to an approximate 1,915 square feet. This will accommodate the requested capacity of 40 preschool children. There is adequate storage space available for children's belongings in the classrooms.
The approximate outside square footage for the preschool area is 13,037 square feet which will accommodate the requested capacity of 40 preschool children. The preschool play area is gated all around. LPA observed age-appropriate toys and equipment. High climbing equipment was observed. Facility is utilizing wood chips for cushioning under high climbing equipment. LPA reminded Director, Judy Huerta to provide adequate supervision at all times.
LPA observed drinking fountains in each classroom and drinking fountains in the outdoor activity area which Director says will be utilized. Facility also has igloo jugs and a paper cup dispenser to provide filtered drinking water during both during indoor and outdoor activities.

A fire clearance of capacity of 40 preschool children was approved and granted for the new classrooms by the Turlock Fire Department on 8/9/23.

The following items must be completed prior to issuing a license for Classrooms J1, J2 and the new outdoor activity area by 8/22/23 or sooner.

Inside Daycare:
1) Anchor play furniture in each classroom.
2) Install a door alarm on the doors which lead outside.

Outside Daycare:
1) Install shade umbrellas on outdoor tables.

Director was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms.
