On 8/15/24, Licensing Program Analyst (LPA) Joseph Pacheco conducted an announced case management inspection and met with Director, Stephani Smith. LPA toured the inside and outside of the facility. The licensee is CA State University Stanislaus Child Development Center, and they are requesting a capacity increase from 30 preschool children ages 2-5 to 64 preschool children ages 2-5 by moving into a newly constructed facility on the campus of CA State University Stanislaus. The new building is at the same address as the old building. Preschool program will be operating in Preschool Classrooms A and B (3-5 year olds) and Toddler Classrooms A and B (24-36 month olds). This program currently operates on a traditional school year schedule Monday – Friday 7:30 am – 4:30 pm. Facility provides AM & PM snacks. Parents provide lunch but facility has food on hand in case a parent forgets to send their child with lunch. Snacks will be prepared onsite in a central kitchen. The kitchen area currently includes a freezer, refrigerator, oven, stove and sink. The kitchen area and food storage areas were observed to be free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in the kitchen are inaccessible to children via a locked door. Ill children will be isolated in Room 128 (Research Room) and utilize the staff bathroom located in the southern end of the main lobby. Cleaning supplies are inaccessible to children.
The classrooms were observed to be clean and free of toxins. LPA observed that the furniture and equipment in the classrooms appeared to be safe and in good condition. Facility has a working carbon monoxide detector on the premises. LPA observed that there are plenty of tables, chairs, sleeping cots and cubbies. LPA observed plenty of age appropriate items & toys.
Room measurements were taken and reviewed with Director. The total inside preschool area measured to an approximate 3,084 square feet which will accommodate the requested capacity of 64 preschool children. There are a total of 6 toilets and 20 sinks/hand washing fixtures which will accommodate 64 preschool children.
LPA observed drinking fountains in each of the classrooms where children can freely access water. Children bring water bottles from home that they can use to also fill with water.

The outdoor activity area measured to an approximate 13,359 square feet which will accommodate the requested capacity of 64 preschool children. There are two outdoor spaces for preschool children. Children ages 24 months – 36 months will use the preschool outdoor space adjacent to Classrooms Toddler A and B along the north/northeast corner of the facility. Children ages 3-5 will use the preschool outdoor space adjacent to Classrooms Preschool A and B along the south/southeast corner of the facility. LPA observed a slide in each area. No other high climbing equipment was observed. Facility is utilizing rubber cushioning in both preschool outdoor areas. There was no shade structure or shade tarp to provide a shaded rest area in either preschool outdoor activity space. Drinking fountains were observed in both preschool outdoor activity areas. LPA also observed a garden area between both preschool outdoor areas that all preschool children will utilize when conducting gardening activities.
A fire clearance request for the above classrooms for 64 preschool children was approved by the California Office of State Fire Marshall on 7/30/24. The fire clearance includes a maximum of 24 preschool children ages 24 – 36 months in Toddler Classrooms A and B and 40 preschool children ages 3-5 in Preschool Classrooms A and B.

This facility is a brand new construction built after January 1, 2010 and is currently exempt from water lead testing requirements.

The following items must be completed prior to the issuance of the license:

Inside Daycare:
1) Obtain a trash can with a tight-fitting lid for the disposal of solid waste.

Outside Daycare:
1) Obtain or install a shade structure in both preschool outdoor activity areas.
2) Install a door alarm to all doors along the outdoor perimeter that lead out of the facility.

Director, Stephani Smith understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied.

Pending a final file review, a recommendation will be made to license the new building for a capacity of 64 preschool children.
