On 10/20/2021, Licensing Program Analyst (LPA) Juvenal Moctezuma conducted an announced Case Management inspection and met with Preschool Coordinator,Teresa Reyna. LPA explained the reason of the inspection and a tour of the center was conducted both inside and outside. The center is located on the premises of Grayson Elementary School on 301 Howard Road in Westley, CA. Licensee has changed classrooms from classroom #120 to classroom #200.

The licensee is keeping the same capacity of 24 preschool children ages 2-6 years old. This program will operate on a traditional school year schedule and will only have a morning session from 7:45 AM to 11:00 AM. Teresa stated that the center only provides children with breakfast which is prepped by the school cafeteria. Staff bring the food over to the classroom and then gest disbursed to the children. Lunch or snacks are not provided since its only a half day program. Staff will utilize the staff bathroom located inside the preschool classroom. Ill children will be isolated in the site supervisors office & use the staff bathroom when ill. The classroom was observed to be clean and free of toxins. The cleaning items/supplies will be stored in the janitors closet which is also used as a storage room in the classroom and will be closed and locked during hours of operation. LPA observed that the furniture and equipment appeared to be safe and in good condition. A working carbon monoxide was installed. There are plenty of age appropriate items, tables, & chairs to meet the requested capacity. Since its only a half day program there wont be any napping available to children.

Room measurements were taken and reviewed with Teresa. The total inside preschool area measured to an approximate 877 square feet which will accommodate the requested preschool capacity. There is adequate storage space available for children's belongings. Toys and equipment appear to be age appropriate. There is a total of 2 toilets and 3 sinks/hand washing fixtures which will accommodate the requested capacity. The sink in the bathroom is a portable sink and Teresa stated that the janitor will replace the water daily. There is a water dispenser with disposable cups in the classroom so children can have water readily available to them. A water igloo will be usedfor the outdoor play area.

The playground is directly outside the classroom and fenced all around. Teresa stated that the center will add more grass and cement to the playground and will cover the gopher holes. LPA observed an age appropriate play structure with two small shade structures. Teresa stated that there will be 3 more tables with umbrellas so children can have more shade. There is poured rubber to cushion the fall zones in the playground. Outside measurements were taken and reviewed with Teresa, The playground was measured and had an approximate outside square footage of 12,010 which will accommodate the requested preschool capacity of 24 preschool children. Teresa stated that the teachers will add cones to section off the yard so children can only stay in one area where they can be easily supervised at all times.

A fire clearance for 24 children was received and granted by the Patterson Fire Department on 09/30/2021.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. A Plan of Operation that includes IMS must be submitted to the Department. The following items must be completed prior to issuing a license by 11/03/2021.

Preschool

  • Anchor cubbies & tall book cases/play furniture to prevent injuries.
  • Submit proof that the children bathroom has towels.
  • Shave bolts around playground fence to a recommended size of 3 to 4 threads.
  • Paint the railing leading to the playground and fix wood at bottom of railing
  • Get locks/latches for all gates outside
  • Finish sandbox.
  • Get the tables with umbrellas to provide additional shade.
  • Finish seeding the grass and concrete.
  • Submit missing licensing forms.


Pending a final file review and completion of above items, a recommendation will be made to license the above facility for a capacity of 24 preschool children.

Per California Code of Regulations Title 22 Division 12 Chapter 1, No deficiencies cited during today's visit.
