On November 7, 2022, Licensing Program Analyst (LPA) Brannon conducted an announced Case Management inspection and met with Executive Director, Concha Alvarez. LPA reviewed the reason of the inspection due to licensee, Central California Child Development Services requesting a decrease in the toddler option capacity to 16 and a decrease for preschool capacity to 100. A tour of the center was conducted both inside and outside. This program will operate year-round in preschool classrooms 4,5,6 and 10. In classroom 3, the migrant program runs from April to November. Classroom 11 is the toddler option, which is divided into two classrooms. This facility will provide full-time from 7:00 AM to 4:00 PM Monday through Friday. Executive Director, Concha Alvarez, stated that staff and children are not using masks while indoors. Facility is following local health guidance. LPA reminded Executive Director, Concha Alvarez, that the Public Health Department and CDC strongly recommends for staff and children to wear face masks.

LPA observed 60 children with 15 staff during today's inspection.

Concha Alvarez stated that the center will provide an afternoon snack, breakfast and lunch. Staff will utilize the staff bathroom that's inside the classrooms. Ill children will be isolated in the Site Supervisor’s office and utilize the staff bathroom.

The classrooms were observed to be clean and free of toxins. There are enough tables, chairs, cots, and plenty of toys for children to play. LPA also reminded Concha Alvarez to inform center staff not store anything on top of high bookcases that could potentially fall on children or to use children’s restrooms for storage.

LPA reviewed with Executive Director, Concha Alvarez, that any future changes to the classroom(s) are required to ensure that furniture does not tip over on to children, the furniture are to be anchored or situated that tipping does not occur. Classroom changes of furniture shall be situated that 100% visual supervision is always provided to children in care. Each classroom has toilets and sinks.

Room measurements were taken and reviewed with Executive Director, Concha Alvarez. The total inside preschool classrooms area measured to an approximate 3872 square feet which will accommodate the requested capacity of 100 preschool children. The total inside toddler room area measured to an approximate 965 square feet which will accommodate the requested capacity of 16 toddler option children. There is adequate storage space available for children's belongings in the classrooms. Executive Director, Concha Alvarez, understands that children's equipment needs to match the capacity she is licensed for. Toys and equipment appear to be age appropriate. There is a total of 12 toilets and 10 sinks/hand washing fixtures which will accommodate the requested capacity of 116 preschool/toddler option children. Staff is utilizing a water pitcher with disposable cups.

The approximate outside square footage for the preschool area has not been measured due to being large enough to meet requested capacity of 100 preschool children. There are two toddler option outside play yards. Both areas are fenced. Toddler option outside play yards were previously measured on 9/14/2018 is 8540 which will accommodate requested capacity of 16 toddler option children. The preschool play area is gated all around. LPA observed age appropriate toys, a bike path, slide, and swings. Licensee is using rubber pour to cushion fall zones. There are permanent shade structures with cushioning wrapped around the metal poles. LPA reminded Executive Director, Concha Alvarez, to provide review with facility staff to provide adequate supervision at all times. The preschool outside play yard has two climbing structures, as do the toddler option program.

A fire clearance of capacity 152 was approved and granted by the Turlock City Fire Department on 10/13/2022. The clearance was for 36 infants (no change to infant capacity), toddler option capacity of 16 and preschool capacity of 100.

This facility provides Incidental Medical Services (IMS).

Executive Director, Concha Alvarez was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

● There are long fence bolts that are a hazard to children in care. Cut the bolts down to 3 or 4 threads long.

● Each classroom shall have a disposable cup dispenser to ensure uncontaminated drinking water is provided to children in care.
