On 07/19/2023, Licensing Program Analyst (LPA) Denisia Jimenez conducted an unannounced complaint inspection to initiate and conclude a complaint investigation that was received in our office on 07/13/2023. LPA met with Center Director, Calletana Felix. LPA explained the reason for this visit and discussed the allegation. LPA toured facility both inside and outside and a census was taken of 68 preschool children.

During the investigation, LPA conducted an inspection of the facility, reviewed documentation, and interviewed Center Director. LPA interviewed Center Director who indicated that they have been having issues with wildlife cats for about four years now and recently last week saw baby possums running around in the facility’s playground. Center Director stated the cats hang out in the back of classroom 5 and 6. Center Director stated that animal control only operates under appointments, so the custodians set up a trap cage in the back of classroom 5 to catch the cats but, unfortunately there hasn’t been any success in catching the cats. Center Director stated that staff and children started noticing fleas jumping on them on 07/10/23.

Staff started doing incident reports and handing them to parents regarding the flea bites. Staff was also notifying parents verbally when they would come and pick up their children. On 07/12/23 Center Director contacted Insect IQ to schedule an appointment but the earliest appointment that was available was until 07/21/23. Center Director contacted Echo Guard who came out to fumigate on 07/18/23. On 07/14/23 a parent meeting was held at the facility and Center Director discussed the fleas. On 07/17/23 facility sent a school message to all the parents letting them know the facility would be closed on 07/18/23 for fumigation and contacted Fresno Regional Office to report the flea outbreak. Facility reopened on 07/19/23. Although facility took appropriate measures to address, there was a delay in initiating such measures (as described above). In addition, multiple staff and children have been affected (i.e., flea bites) due to the conditions.

Based on LPA observation and the information obtained, there is a preponderance of the evidence to prove the facility has fleas; therefore, the allegation is substantiated.

Per California Code of Regulations, Title 22, Division 12, Chapter 1, the following deficiency Type B is being
cited (see 9099-D)

Exit interview conducted report and appeal rights was reviewed with the facility Center Director Calletana Felix.

A notice of site visit was given and must remain posted for 30 days.

Center Director had the facility fumigated on 07/18/23. Center Director has a trap set in the back of Classroom 5 for the cats. Center Director will continue to have staff do incident reports and notify parents and disinfect classrooms. Custodians will vaccum classrooms when children are outside playing and switch vacuum bags from one classroom to the next.
