On 8/7/24, Licensing Program Analyst (LPA) Joe Pacheco conducted an announced case management inspection and met with Director, Judy Huerta. Facility was closed on this date and no children were present during the inspection. LPA toured the inside and outside of the facility. The licensee is Turlock Unified School District and they are requesting a capacity decrease from 62 preschool children to 41 preschool children in the current classrooms by removing Classroom B7. Facility will continue to operate in Classrooms K5 & K6 on the campus of Crowell Elementary School. This program currently operates on a traditional school year schedule from August through May, Monday – Friday 7:30 am – 4:00 pm with two half day sessions in each classroom. Facility provides breakfast and lunch for the AM session and lunch and an afternoon snack for the PM sessions. Food is prepared at a centralized kitchen offsite and delivered to the facility daily. Staff will utilize the bathrooms designated for staff located in each classroom. Ill children will utilize the bathroom in the nurse’s office and be isolated in the nurse’s office. Cleaning supplies are stored in cabinets which are inaccessible to children.
The classrooms were observed to be clean and free of toxins. LPA observed that the furniture and equipment in the classroom appeared to be safe and in good condition. Facility has a working carbon monoxide detector in the classroom. LPA observed that there are plenty of tables, chairs and cubbies. LPA observed plenty of age appropriate items & toys.
Room measurements were taken and reviewed with Director. The total inside preschool area measured to an approximate 1,787 square feet which will accommodate the requested capacity of 41 preschool children. There are a total of 4 toilets and 6 sinks/hand washing fixtures which will accommodate 41 preschool children. LPA observed drinking fountains in each classroom and drinking fountains in the outdoor activity area which Director says will be utilized. Facility also has igloo jugs and a paper cup dispenser to provide filtered drinking water during both during indoor and outdoor activities. The outdoor activity area measured to an approximate 8,938 square feet which will accommodate the requested capacity of 41 preschool children.
The preschool play area is gated all around. LPA observed age-appropriate toys and equipment. High climbing equipment was observed.

Facility is utilizing wood chips for cushioning under high climbing equipment. LPA reminded Director, Judy Huerta to provide adequate supervision at all times.

A fire clearance request for the above classrooms for 41 preschool children was approved by the Turlock Fire Department on 8/5/24.

Pending a final file review a recommendation will be made to license the above facility for a capacity of 41 preschool children.

Per Title 22, Division 12, Chapter 1, of the California Code of Regulations, no deficiencies are cited.

Exit interview conducted and report was reviewed with Director, Judy Huerta.

A notice of site visit was given to Director and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. A copy of this report is to remain in the facility for public review.
