On 12/20/2024 at approximately 1000 hours, Licensing Program Analyst (LPA) Brandon Tate conducted an Annual Random Inspection for the preschool license at Crowell Elementary school. LPA Tate signed in at the main office and obtained a visitor badge. LPA Tate then met with Director Judy Huerta and was accompanied by her during today’s inspection. Days and hours of operation are Monday through Friday from 0800 through 1600 hours. There are two classrooms attached to this license. Classroom K5 and classroom K6 are the two classrooms on this licensed facility.

LPA Tate began today’s inspection within classroom K5. A census was taken of 13 children in care. LPA Tate observed a complete sign in and out form with all proper documentation available. LPA Tate observed adequate cubby space for children’s belongings. Cubbies were separated and within good repair. All necessary forms were posted within the classroom in a prominent location that is accessible to parents. Within the classroom LPA Tate observed age appropriate toys for the children in care. The indoor activity area is clean and maintained to regulatory standards. Within the classroom, there is a small kitchen with food allergies posted. No hazards to children were observed by LPA Tate. There is a first aid kit with all appropriate items held within. All medication is stored in a locked cabinet. There are zip lock bags that contain each child’s prescribed medication held within the original container it was prescribed with as well as the incidental medical services plan for that child’s medication. There are medication logs for every day of the school week and the teacher logs when medication is or is not administered. Classroom K5 also has a toileting plan for children in care that is posted next to the children’s restroom. There is one sink and toilet for every 15 children in care. LPA Tate observed 2 toilets and 1 sink within the classroom for children’s use. The bathrooms were clean and in good repair. LPA Tate observed tight fitting trash bags in trash containers. The classroom had a working fire extinguisher and carbon monoxide detector.

LPA Tate conducted a file review of staff for both classrooms. All files were complete with necessary forms. LPA Tate took a sample of children’s files and conducted a file review. All Children’s files were complete with necessary forms and emergency consent and contact information.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Licensee was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Per Title 22, Division 12, Chapter 3, of the California Code of Regulations, no deficiencies are being cited.

Licensee was provided a copy of their appeal rights. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with Director Judy Huerta.
