On 7/26/24, Licensing Program Analyst (LPA) Joe Pacheco conducted an announced case management inspection and met with Stanislaus County Office of Education Director II (Director II), Jewelee Lemus. Also present was Site Supervisor, Norma Aranda. Facility was closed on this date and no children were present during the inspection. LPA toured the inside and outside of the facility. The licensee is Stanislaus County Office of Education (SCOE), and they are requesting a capacity increase from 21 preschool children to 40 preschool children by adding Classroom 105. Preschool program currently operates in Classroom 106. This program currently operates on a traditional school year schedule from August through May Monday – Friday 7:30 am – 3:00 pm. Facility provided breakfast, lunch & PM snack. Food will be prepared at Sylvan Union School District’s centralized kitchen and delivered to the facility daily. Ill children will be isolated in the Director’s office in 106 or the Staff Office area in Room 105. Ill children will utilize the staff bathroom located in the hall way to the west of the classrooms. Cleaning supplies are inaccessible to children.
The classrooms were observed to be clean and free of toxins. LPA observed that the furniture and equipment in the classroom appeared to be safe and in good condition. Facility has a working carbon monoxide detector in the classroom. LPA observed that there are plenty of tables, chairs and cubbies. LPA observed plenty of age appropriate items & toys.
Room measurements were taken and reviewed with Director II. The total inside preschool area measured to an approximate 1,496 square feet which will accommodate the requested capacity of 40 preschool children. There are a total of 4 toilets and 5 sinks/hand washing fixtures which will accommodate 40 preschool children. Facility has a waiver on file to allow for preschool children to share the bathroom with elementary age children but now the preschool has its own exclusive bathrooms so the waiver will no longer be needed. Facility uses public water to provide drinking water to children during indoor activities. Staff fills water pitchers and provides paper cups for children during indoor activities. Facility will be providing paper cups for water consumption out of a paper cup dispenser for indoor activities and outdoor activities. The outdoor activity area measured to an approximate 20,059 square feet which will accommodate the requested capacity of 40 preschool children.

LPA observed a high climbing play structure and swings which are for children ages 2-5 based on information from manufacturers stickers on the equipment. Facility is using rubber cushioning in the high climbing play equipment area to provide adequate cushioning.

A fire clearance request for the above classrooms for 40 preschool children including a maximum of five children between the ages of 24-36 months in each classroom was approved by the Stanislaus County Fire Department on 7/24/24.

Pending a final file review a recommendation will be made to license the above facility for a capacity of 40 preschool children.

Per Title 22, Division 12, Chapter 1, of the California Code of Regulations, no deficiencies are cited.

Exit interview conducted and report was reviewed with Stanislaus County Office of Education Director II, Jewelee Lemus.

A notice of site visit was given to Director II and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. A copy of this report is to remain in the facility for public review.
