An unannounced annual inspection was conducted today by Licensing Program Analysts (LPA) Rene Mancinas JR and Theresa Marquez. LPAs met with Director, Shannon Basford. This is a three-classroom facility. LPAs toured the facility, both indoors and outdoors to inspect areas accessible to children in care. LPAs observed safe play equipment and adequate shading on outdoor play area during today’s inspection. There are no bodies of water on site. Firearms/weapons are not allowed or stored on premises. All children are under supervision, including visual supervision, of a teacher at all times. Disinfectants, cleaning solutions and other dangerous items shall be inaccessible to children. No poisons were observed during today’s inspection. Medications, when stored at the facility, are locked and stored in area inaccessible to day care children. Furniture and equipment are in good condition, free of sharp, loose, or pointed parts. Solid waste storage vessels, including moveable bins, have tight-fitting covers on, are in good repair. Uncontaminated drinking water is available both indoors and outdoors. Menus are posted at least one week in advance, where an authorized representative can view them.

CCL shall notify a licensee to immediately terminate the employment of, or to remove/bar any person with specified convictions or for other reasons. The licensee shall comply with the notice. Before working or volunteering in a licensed child care facility, all individuals subject to a criminal record review have a clearance or exemption and have been associated to the facility.

The person, who signs the child in/out, is responsible for the child, uses their full legal signature and records the time of day. Child's admission agreement is available for review.

HOURS OF OPERATION: Year round/Monday through Friday: 07:00am to 06:00pm. Meals/Snacks are provided to children in care. (Continued on 809-C)

During todays’ inspection, the following deficiencies were observed;

Upon entering the facility, LPAs observed Staff #1 in classroom #1 supervising 16 children by herself. Staff #2 was present in the children’s restroom, located away from classroom #1 in the hallway of the facility. LPA informed Director of such observation and that teacher-to-child ratios of 1:12 are to be maintained at all times. If a teacher has to step out of a classroom, it is expected that the ratio of 1:12 is still being maintained. This posed a potential risk to the health, safety, and personal rights of children in care.

During inspection of the outdoor play area, LPAs observed several pieces of animals droppings/feces in the wood chips and grass area where children have access for outdoor play time. LPAs also observed pieces of trash/plastic wrappers on the outdoor surface area. LPAs informed director of such conditions and that this posed a potential risk to the health, safety, and personal rights of children in care.

End of deficiencies observed.

Required CCL forms are posted on parent's board. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Per California Code of Regulations Title 22 Division 12 Chapter 1; the following deficiencies are being cited today. Appeal rights were provided. Exit interview conducted with Shannon Basford. Notice of Site Visit to be posted for 30 days.
