On March 12, 2020, Licensing Program Analyst (LPA) Marquez conducted a complaint inspection and met with Licensee/Director Shannon Basford. LPA took a census and discussed the above allegations with Director Basford.
LPA Marquez conducted interviews with staff and children who are currently enrolled in the day care center. During unannounced inspections conducted at the day care center, LPA found the center to be operating within ratio requirements and a substitute helper is available if needed. The substitutue was present during the 2/12/2020 inspection and todays, 3/12/2020 inspection.
The Director is the primary individual responsible for prepping snacks and meals and the teachers are responsible for serving the food. During unannounced inspections,including today, LPA Marquez observe both the Director and staff wearing gloves while prepping and serving meals.
Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegations are UNSUBSTANTIATED.

On March 12, 2020, Licensing Program Analyst (LPA) Marquez conducted a complaint inspection and met with Licensee/Director Shannon Basford. LPA took a census and discussed the above allegations with Director Basford.
During the 2/12/2020 unannounced inspection, LPA Marquez observed 21 children napping on mats, with blankets, on the center's floor. Eight of the 21 mats were touching together, including blankets, not allowing children or teacher walking access in between the mats.
Based on information received during interviews conducted with Staff, children and the complainant, water is not brought outside to children when they play outside. A 3 gallon water jug is left inside near the front entrance while children play outside. There also appears to be miscommunication among the children in regards to their availability of water throughout the day.
Based on the information obtained during the investigation, there is a preponderance of evidence to prove the above the allegations are substantiated.
Per Title 22, Division 12, Chapter 1, of the California Code of Regulations, the following deficiencies were found. (see the attached) LIC9099-D.
