On 09/05/2024, Licensing Program Analysts (LPAs) Valerie Mireles and Julio Rodriguez conducted an unannounced complaint inspection to provide findings regarding the above allegation. LPAs met with Assistant Director Michele Phillips. A tour of the facility was conducted and a census was taken.

This agency investigated the complaint alleging staff spoke inappropriately to child in care. During the investigation, LPA Mireles conducted interviews and reviewed pertinent facility records. Based upon information obtained, there is a preponderance of the evidence to support that Staff 2 consistently yells at preschool children in an aggressive and intimidating tone; therefore, the above allegation is found to be SUBSTANTIATED. Children need to be in a safe, healthful, and comfortable environment. This poses a potential risk to the health and safety of children in care.

Per California Code of Regulations Title 22, Division 12, Chapter 1, a Type B citation is being cited for violation of CCR101223(a)(3) as a result of substantiated allegation. See LIC9099-D. Continued to LIC9099-C.
