13 | On 09/05/2024, Licensing Program Analysts (LPAs) Valerie Mireles and Julio Rodriguez conducted an unannounced complaint inspection to provide findings regarding the above allegation. LPAs met with Assistant Director Michele Phillips. A tour of the facility was conducted, and a census was taken.
This agency investigated the complaint alleging staff did not prevent a day care child from harming other children. During the investigation, LPA Mireles conducted interviews and reviewed pertinent facility records. Based upon information obtained, there is a preponderance of the evidence to prove Child 1 was consistently able to engage in behaviors that could harm multiple children in the preschool without staff reasonably protecting them from child-on-child aggression, including throwing objects; therefore, the above allegation is found to be SUBSTANTIATED. Children need to be in a safe, healthful, and comfortable environment. This poses an immediate risk to the health, safety and personal rights of children in care.
