On August 2, 2022, Licensing Program Analyst (LPA) C Brannon conducted an announced prelicensing inspection and met with Co-Ordinator of Early Childhood Program, Teresa Reyna. The purpose of today’s inspection is regarding licensee, Patterson Joint Unified School District, has requested an increase in capacity from 68 to 144 preschool children, ages 2 to 6 years old.

The center is located at West Valley Learning Center. This program follows traditional school schedule that runs from August to May. This facility will provide full-time and part time options from 7:15 AM to 4:15 PM, Monday through Friday. This program will operate in classrooms 1 through 6. For classrooms #1 #2 will sign in/out in the lobby, and staff will leave classroom to escort child to classroom. Room # 6 sign in/out on the north side of building. Staff will escort child to their classroom. Room #3, #4, and #5 sign in at the south side entrance, and sign out in the lobby. Classrooms #2, #3, #4, and #5 are the full day classrooms. Staff conducts children’s daily health checks. During epidemic times, licensee will include children’s temperature checks and daily risk assessment.

Per Co-Ordinator of Early Childhood Program, Teresa Reyna, the center will provide a breakfast, lunch and PM snack. There is a kitchen on site. There's a door lock in place so children do not have access to the kitchen. Staff will utilize the staff bathroom, located by the front office. Ill children will be isolated in the nurse’s office and utilize bathroom in the nurse’s office.

The classroom was observed to be clean and free of toxins. LPA observed that the furniture and equipment appeared to be safe and in good condition. There are enough tables, chairs, cots, and plenty of toys for children to play. LPA also reminded Teresa Reyna to not store anything on top of high bookcases that could potentially fall on children. There is a working carbon monoxide detectors in the building.

LPA reviewed with Teresa Reyna that any future changes to the classrooms are required to ensure that furniture does not tip over on to children, the furniture are to be anchored or situated that tipping does not occur. Classroom changes of furniture shall be situated that 100% visual supervision is always provided to children in care.

The total inside preschool area measured to an approximate 4645 square feet which will accommodate capacity of 133 preschool children. There is adequate storage space available for children's belongings in the classrooms. Teresa Reyna understands that children's equipment needs to match the capacity she is licensed. Toys and equipment appear to be age appropriate. There is a total of 11 toilets and 11 sinks/hand washing fixtures which will accommodate the capacity of 133 preschool children. Each classroom has a child’s restroom. Classroom #4 has a changing table in the children’s restroom, within arm’s reach of sink. Licensee encourages parents to provide children with water bottles. Licensee does provide water dispensers in the hallway for drinking water. Each classroom does have a water fountain.

There are two outside play yards for children to use. The outside play yards are located on the northern and southern areas of facility. The outside play areas were measured on 7/14/22 and during today’s inspection. There is adequate outside play area to meet capacity of 133 preschool children. A waiver is already in place. LPA observed age appropriate toys, a bike path, slide, and swings. Applicant is using rubber pour to cushion fall zones under the climbing equipment and swings. Each outside play area has permanent shade structures. One play yard has three shade structures and the other play yard has two shade structures. All of shade structures metal poles have installed cushioning. All climbing equipment has the age appropriate sticker for ages 2 to 5 years old. LPA reminded Teresa Reyna to provide adequate supervision at all times. There are water fountains in the outside yards that children use to have water readily available to them.

A fire clearance of 144 preschool children was approved and granted by the Patterson Fire Department on 6/29/22. However, inside square footage will allow for 133 preschool children. Upon returning to the office, LPA Brannon will request an updated fire clearance for 133 preschool.

This facility plans to provide Incidental Medical Services – IMS. Co-Ordinator of Early Childhood Program, Teresa Reyna was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, as per staff requirements for Patterson Joint Unified School District.

This facility does not provide care to infants. LPA discussed the safe sleep regulations with Teresa Reyna and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Co-Ordinator of Early Childhood Program, Teresa Reyna, of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

The following items must be completed prior to issuing a license. LPA has scheduled a return inspection.
