On 11/02/2020, Licensing Program Analysts (LPAs) Juvenal Moctezuma & Luisa Gavoutian conducted an announced prelicensing inspection and met with Administrator, Eunice Mendoza. LPAs explained the reason of the inspection and a tour of the center was conducted both inside and outside. The center is located on 2490 N. Walnut Road in Turlock, CA. Eunice is requesting a school age capacity of 54 children. This program will operate year round from 6:00 AM to 6:00 PM Monday through Friday. This program will operate in classrooms labeled school age room. Breakfast, lunch, & morning & afternoon snacks will be provided. The food will be prepped in the kitchen and delivered to the classroom. There is hot running water in the kitchen. Staff will utilize the staff bathroom located next to the site supervisors office. Ill Children will be isolated in the site supervisors office and will use the staff bathroom. The classroom was observed to be clean and free of toxins. The cleaning items will be stored in the kitchen which will remain closed and locked at all times. Eunice stated that she has hired a cleaning company that will come after hours that will disinfect everyday and bring their own cleaning supplies. Eunice stated that there are more cleaning supplies in the laundry room area which is inaccessible to children in care by high latches and locks on the door. LPA observed that the furniture and equipment appeared to be safe and in good condition. A working carbon monoxide is installed in the classroom. Licensee currently has a sanitation table in the reception area and stated that they do wellness checks every morning during drop off and take the children's and staffs temperatures.

Room measurements were taken and reviewed with Eunice. The total inside school are area measured to an approximate 1,139 square feet which will only accommodate 32 school age children. Licensee amended her application during the inspection. There is adequate storage space available for children's belongings. Toys and equipment appear to be age appropriate. There is a total of 6 toilets and 4 sinks/hand washing fixtures which will accommodate the newly requested capacity of 32 school age children. Eunice stated that she will use water jugs and disposable cups for inside and outside drinking water.

The approximate outside square footage for the School Age area is 7,364 which will accommodate the requested capacity of 32 School age children.

The School age play area is gated and has its own play structure, swings, & tables. Licensee is using sand and wood chips to cushion the fall zones. There are mature trees that provide shade. Eunice stated that she will get a shed to store all of children's toys and equipment. LPA reminded licensee to provide adequate supervision at all times.

A fire clearance for 54 school age children was received and granted by the Turlock Fire department on 09/08/2020. A new fire clearance will be sent out to accommodate the newly requested capacity of 32 school age children.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. A Plan of Operation that includes IMS must be submitted to the Department. The following items must be completed prior to issuing a license by 11/16/2020.

Classrooms:

  • Repaint tables since rust is showing.
  • Get additional chairs to meet the newly requested capacity of 32 children.
  • Get caps for metal bolts in toilets
  • Clean toilets & Sinks.
  • Install doors in the boys bathroom & 1 in the girls.
  • Get water igloos and make sure they are strapped to the wall since licensee has placed them on top of a counter.
  • Provide proof that center has been sprayed for pest control.
Play yard
  • Shave all the threads bolts to a recommended size of 3/4 around the fence.
  • Padding around poles.
  • Fix broken wooden fence slats & nails sticking out.
  • dispose of tetherball poles.
  • Get ages stickers for play structure & Swing set
  • Add Sand to cover tree roots since they are a tripping hazard.
  • Make sure all windows have window screens.
  • Clean toys since they have spider webs and are dirty before children arrive at center
