On 12/14/2020, Licensing Program Analysts (LPA) Juvenal Moctezuma & Claudia Henley conducted an announced prelicensing inspection and met with Administrator Amanda Gonzales. LPA explained the reason of the inspection and a tour of the center was conducted both inside and outside. The center is located on the southwest corner on 700 E. Monte Vista, Turlock on the campus grounds of Calvary Baptist Church. Amanda is requesting a preschool capacity of 16 preschool children. This full day program will operate year round from 7:00 AM to 6:00 PM Monday through Friday. This program will operate in classroom called "Angel Fish". The parents will be providing their children's lunches and snacks at this time. Amanda is aware that the parent's must provide a healthy snack and lunch within the required food groups per Title 22 Regulation. There is a supply of snack foods available if needed and a sink located in the church kitchen area where staff will prepare the snack and bring into the classroom area in the future when the center starts to provide the a.m. and p.m. snack. There is hot running water in the kitchen. Staff will utilize the staff bathroom located down the hall. Ill children will be isolated in the director's office and will use the staff bathroom. There is an ill child mat available in the office.

The classrooms were observed to be clean and free of toxins. The cleaning items will be stored in a high cabinet above the children's sinks which will be inaccessible to children. LPA's observed that the furniture and equipment appeared to be safe and in good condition. A working carbon monoxide is installed in the classroom. Amanda stated that she will have a sanitation table in the classroom area and stated that staff will do wellness checks every morning during drop off and take the children's and staffs temperatures.

Room measurements were taken and reviewed with Amanda. The total inside preschool area measured to an approximate 558.49 square feet which will only accommodate 15 preschool children. Amanda amended her application during the inspection to show her capacity from 16 children to 15 children. There is adequate storage space available for children's belongings in each classroom.

Toys and equipment are age appropriate. The cots will be stored in the office. Amanda will provide bedding/sheets and washing then weekly and parents will provide blankets and parents will wash weekly. There is a total of 1 toilet and 1 sinks/hand washing fixtures which will accommodate the newly requested capacity of 15 preschool children. There is a water dispenser inside the classroom with a non-contaminating cup dispenser.

The approximate outside square footage for the preschool area is 5420 which will accommodate the newly requested capacity of 15 Preschool Children. The preschool play area is gated and has its own age appropriate play structure & bike path area. Applicant has rubber chips to cushion the fall zones. The play structure is age appropriate. Bikes and outside play equipment will be stored in a gated hallway area. There is not a shade structure on the playground. Amanda will be providing a water dispenser and cup dispenser for use outside.

A fire clearance for 16 preschool children was received and granted by the Turlock Fire Department on 11-18-2020. A new fire clearance will be sent out to accommodate the newly requested capacity of 15 preschool children.

This facility does not plan to provide Incidental Medical Services – IMS.

The following items must be completed prior to issuing a license by 1/14/2021.
  • An additional 4 mats will need to be provided by the applicant.
  • One toilet bolt cap is missing on the toilet
  • The parent handbook needs revision to show that snacks are provided and that parent's bring lunches to the center
  • Gate/fence needs to be installed in the area by the playground to keep children from going down the hallway to church grounds.
  • Playground fencing is loose towards the ground area. Add anchor clips to the base of the fence to make secure.
  • Areas of protruding fence bolts need to be cut/shaved down to prevent injury to a child
  • Shade structure needs to be installed to accommodate the capacity of 15 children.
  • There are two raised areas on the concrete sidewalk that could be a potential trip hazard. Applicant to repair the sidewalk.
