On 03/08/21, Licensing Program Analysts (LPA) Juvenal Moctezuma & Ginny Badhesha conducted an announced case management inspection and met with Administrator Amanda Gonzales. LPAs explained the reason of the inspection and a tour of the center was conducted both inside and outside. The center is located on the southwest corner on 700 E. Monte Vista, Turlock on the campus grounds of Calvary Baptist Church. Amanda is requesting a preschool increase capacity by adding 10 more children to her already licensed 15 children. This full day program will operate year round from 7:00 AM to 6:00 PM Monday through Friday. This program will operate in classrooms called "Angel Fish" & Rainbow Fish". The parents will be providing their children's lunches and snacks at this time. Amanda is aware that the parent's must provide a healthy snack and lunch within the required food groups per Title 22 Regulation. There is a supply of snack foods available if needed and a sink located in the church kitchen area where staff will prepare the snack and bring into the classrooms area in the future when the center starts to provide the a.m. and p.m. snack. There is hot running water in the kitchen. Staff will utilize the staff bathroom located down the hall. Ill children will be isolated in the director's office and will use the staff bathroom. There is an ill child mat available in the office.

The classrooms were observed to be clean and free of toxins. The cleaning items will be stored in high cabinets which will be inaccessible to children. LPA's observed that the furniture and equipment appeared to be safe and in good condition. A working carbon monoxide is installed in the classroom. Amanda stated that she will have a sanitation table in the classroom area and stated that staff will do wellness checks every morning during drop off and take the children's and staffs temperatures.

Room measurements were taken and reviewed with Amanda. The total inside preschool area measured to an approximate 846 square feet which will only accommodate 24 preschool children. Amanda amended her application during the inspection to show her capacity from 25 children to 24 children. There is adequate storage space available for children's belongings in each classroom.

Toys and equipment are age appropriate. The cots will be stored in the office and in the Rainbow Fish Classroom. Amanda will provide bedding/sheets and washing then weekly and parents will provide blankets and parents will wash weekly. There is a total of 1 toilet and 1 sinks/hand washing fixtures in the Angel Fish Classroom. Children in the Rainbow Fish Room will use the bathrooms located inside the church which is down the hall from the classroom. The womens bathroom is going to be used strictly for childcare. LPA observed a total of 3 toilets & 3 hand washing fixtures. There are children's stools so children can use the sinks and adult sized toilets. LPA advised Amanda that children will need to be accompanied at all times and should not be left alone at any time when using the bathroom. Amanda stated that she will remind staff and not have children use the bathroom alone. There are water dispensers inside each classroom with disposable cups for children to use.

The approximate outside square footage for the preschool area is 5420 which will accommodate the newly requested capacity of 24 Preschool Children. The preschool play area is gated and has its own age appropriate play structure & bike path area. Applicant has rubber chips to cushion the fall zones. The play structure is age appropriate. Bikes and outside play equipment will be stored in a gated hallway area. There is not a shade structure on the playground. Amanda will be providing a water dispenser and cup dispenser for use outside.

A fire clearance for 25 preschool children was received and granted by the Turlock Fire Department on 03-02-2021. A new fire clearance will be sent out to accommodate the newly requested capacity of 24 preschool children.

This facility does not plan to provide Incidental Medical Services – IMS.

Pending a final file review, a recommendation will be made to license the above facility for a capacity of 24 preschool children.

No deficiencies cited during today's visit.
