Licensing Program Analyst (LPA) Emilia Grisak conducted an unannounced complaint inspection and met with Director Shannon Granger. It was alleged that lack of supervision resulted in a child being injured, specifically that C1 was scratched by C2 and staff were not present when the incident occurred. The Director was interviewed on 12/30/19 and denied the allegation. The Director stated that the incident occurred in the classroom area and that the children were being supervised by staff S1. LPA conducted interviews with staff, parents, and children on 12/30/19, 1/14/2020, and 1/24/2020 regarding this complaint allegation. It was stated in staff interviews that S1 was sitting on the carpet supervising a group of eight children, including C1 and C2, when S1 turned her body to the side. It was stated in staff interviews that right after S1 turned her body to the side, C1 was heard crying, and when S1 turned back around scratch marks were observed on C1’s face. It was stated in staff interviews that S1 had been turned for “just seconds” when the injury to C1 occurred. It was stated in parent interviews that staff are always supervising children and children have never been observed left unattended. Although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation occurred, and the findings are unsubstantiated.

It was also alleged that inappropriate discipline was used, specifically that C1 was isolated in another classroom and not allowed to play with other children due to not listening. The Director was interviewed on 12/30/19 and denied the allegation. The Director stated that children are not singled out and time outs are not given. The Director stated that the staff use breathing and quiet time instead of time outs. LPA conducted interviews with staff, parents, and children on 12/30/19, 1/14/2020, and 1/24/2020 regarding this complaint allegation. It was stated in staff interviews that there was a group of eight children, including C1, who did not participate in a cinnamon roll making activity due to their choice to stay in the rain after being given multiple opportunities to follow directions. It was stated in staff interviews that C1 was never isolated from other children or put on time out, and alternative activities were provided to the children that did not participate in making cinnamon rolls. It was also stated by staff that all the children were able to eat the cinnamon rolls together. It was stated in parent interviews that the facility staff do not use inappropriate discipline and it was stated by parents that there are no concerns regarding the way children are disciplined. The allegation was also not supported by child interviews that were conducted, and it was stated by children that if someone is not listening they would take a breather. Although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation occurred, and the findings are unsubstantiated.

An exit interview was conducted. The Notice of Site Visit must be posted for 30 days.
