A case management visit was conducted on 8/5/2022 at 9:20 am by Licensing Program Analyst (LPA), Laura Chavez. LPA met with Center Director Melissa Murphy-Correa. The facility is operated by E Center Head Start Programs. The licensee is requesting to add a toddler component for 12 toddlers, ages 18 months – 36 months to the existing preschool component. The Center Director was reminded that no child in the toddler program shall be placed in the preschool program before the age of 30 months without written permission from the child's authorized representative.

The toddler program will operate Monday-Friday, 8:00 am to 2:45 pm. The facility has a total of 5 classrooms. The toddler program will operate in Classroom #1. The Head Start Preschool program operates in Classrooms #2, and #3 and the Migrant Preschool program operates in portable Classroom #4. The indoor and outdoor activity spaces were toured, and the Facility Sketch was verified. There is a kitchen to prepare meals. Children will nap on mats in the classroom. The isolation area for sick children is located in the supervisors office. Center Director stated that enough staff will be available to cover teacher:child ratios.

The toddler playground is fully fenced and physically separate from the outdoor play area used by preschool children. There are wood chips underneath play equipment to absorb falls. There is an activity wall, sandbox, toddler play house and slide for children to play on and adequate cushioning underneath. There is no pool, spa, pond, fountain, or any other body of water on the premises. Poisons and cleaning supplies are locked in a cabinet over the sink. There is safe and age-appropriate furniture, toys, and play equipment available for children. Report continued:

Bottled water is provided inside the classroom and an Igloo with disposable cups will provide drinking water in the outdoor play area. A Capacity Worksheet was completed during the visit. There is enough indoor space for 19 children and outdoor space for 41 children. There is one bathroom with two toilets and two sinks inside the toddler bathroom. An additional sink is available in the classroom area. The changing table is located inside the classroom and is within arms reach of a sink. There are two additional bathrooms in the building for staff use. A fire safety inspection made on 7/22/2022 by the Live Oak Fire Department granted a fire clearance for 12 toddlers and 86 preschool age children. Based on the above, the maximum capacity for the toddler option could be 12.

Facility Center Director Melissa Murphy-Correa was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to the initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with the facility Director and discussed the Child Care Licensing Safe Sleep web page at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed the facility Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. The facility is hereby granted a toddler option. An exit interview was conducted, and the report was reviewed with Center Director Melissa Murphy-Correa.
