25 | The facility pre-licensing inspection was conducted via tele-inspection due to the current state of emergency regarding the COVID-19 outbreak by Licensing Program Analyst (LPA), Wisehart. The applicant has requested a capacity increase to 136 preschool-age children and 8 Toddler children adding on rooms #2 and #4-9 on the grounds of Yuba City Lutheran Church. The minimum indoor and outdoor space requirements were met. The preschool will operate Tuesday through Friday from 8:30am to 2:30pm The facility was toured inside and outside. The preschool facility consists of 8 classroom(s) serving ages 2 to 5 years old. One toddler classroom servicing ages 18 months – 36 months. The fire clearance is pending. The indoor capacity measured for 156 children and 15 toddlers. The outdoor Toddler Play yard area measured for 47 Toddlers. The Preschool playground A measured for 58 children and playground B measured for 56 children based on the plans provided as playground B is being in stalled by the end of the month. The applicant's request for 144 will be granted upon approval of the fire clearance. Required postings (Parents Personal Rights, Emergency Disaster Plan, Earthquake Preparedness Checklist, Menu, etc.) listed on Form LIC 311A are posted. The applicant was advised that all staff are required to have a criminal background clearance on file with Community Care Licensing. The applicant is aware of the immediate $100 per day civil penalty for anyone providing care or supervision without a criminal record clearance.
Sign-In/Out procedure were reviewed. The applicant/director understands that if a manual Sign-In/Out procedure is used; full legal signatures are required. Cubbies are available for children to use. There are pull alarms, and there is a working carbon monoxide detector and charged fire extinguisher in the facility rated at least the 2A10BC. All Exits are marked. There is 5 bathroom(s) with 13 toilets and 10 sinks. There is two staff bathroom(s) available which are separate. Children will use the fenced outdoor play area A until B is completed. A staggered playground waiver will be requested to ensure that no more then 58 children use playground A at the same time and no more then 56 children use Playground B once it's operational. Drinking water is provided indoors/outdoors via water canisters and jugs with cups provided. The isolation area for a sick child is provided in the Center Director's office. The facility has sufficient mats/cots available for children and bedding will be washed on site weekly. Lunch and snacks will be delivered to the center.
