An unannounced complaint investigation inspection was made to the facility by Licensing Program Analysts (LPA's) Krogstad and Wisehart. It has been alleged that facility staff have roughly handled children in care.
The Licensee denied the allegations on 9/13/19 at 2:30 pm that S2 has ever been physical with children. Interviews with witnesses (W1-W6) on 8/27/19 all denied concerns of staff handling children rough with the exception of W1 who alleges that S2 was rough, pulls children by arms and aggressively during time out. Interviews with staff (S1-S9) on 6/7/19; 8/17/19; 8/29/19; and 9/13/19 all deny any physical rough handling or observing S2 being physically rough. Interviews with children (C1-C3) on 9/13/19 involved mixed reactions from denial of allegations to confirmation of rough grabbing by staff. However, C3 who confirmed the allegations could not demonstrate to LPA's what rough grabbing meant ; kept interchanging different staff names and had difficulty answering the qualifying questions.
Based on available information, the allegations could neither be proved nor disproved; therefore the above allegations are unsubstantiated (inconclusive) at this time.
