On 10/14/2020, Licensing Program Analyst (LPA) Juvenal Moctezuma conducted an unannounced Case Management inspection and met with Program Director, Cheri Doria. LPA explained the reason of the inspection and a tour of the center was conducted both inside and outside. The center is located on the premises of Washington Elementary school on 211 Learning Lane in Lindsay, CA. The licensee is requesting an increase of capacity of 120 preschool children by adding an additional classroom. This program will operate on a traditional school year schedule from 7:45 AM to 2:45 PM and classrooms labeled #4 &#5 from 7:45 AM to 10:45 AM. This newly increased of capacity will operate in classroom labeled #5. Cheri Stated children usually have breakfast in the school cafeteria and then get brought over to the classroom. Lunch or snacks are not provided for this specific classroom since its only a 3 hour program. Staff will utilize the bathroom located outside the classroom. Ill children will be isolated in the directors office and use the bathroom located there. The classroom was observed to be clean and free of toxins. There is a small kitchen which is inaccessible to children since it has half wall built around it and a half door that will remain closed and locked at all times. Cheri stated that the cleaning items will be stored in there. LPA observed that the furniture and equipment appeared to be safe and in good condition. A working carbon monoxide is installed in the classroom. There are plenty of age appropriate items, tables, & chairs to meet the requested capacity.

Room measurements were taken and reviewed with Cheri. The total inside preschool area measured to an approximate 4,588 square feet which will accommodate the requested preschool capacity. There is adequate storage space available for children's belongings. Toys and equipment are age appropriate. There is a total of 18 toilets and 21 sinks/hand washing fixtures which will accommodate the requested capacity. There are water fountains in each classroom and outdoor.

The approximate outside square footage is 10,748 which will accommodate the requested preschool capacity of 120 preschool children. Cheri stated that they will recess their classrooms are separate times.

The playground provides two shade structures and a mature tree for shade. There is a play structure that's age appropriate. There is a shed outside for the preschool toys and equipment. The Licensee is using artificial turf for cushioning under the outdoor climbing structure. LPA reminded licensee to make sure they have visual supervision of children at all times. Cheri stated that they will add a gate next to the children's drinking fountains to prevent children from going behind the drinking fountains and keep them away from the AC Unit or cables.

A fire clearance for 120 children was received and granted by the Lindsay Fire Department on 09/02/2020.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. A Plan of Operation that includes IMS must be submitted to the Department. The following items must be completed prior to issuing a license by 10/28/2020.

Classroom #5

  • Anchor big cabinets and wooden furniture to prevent from tipping over.
  • Get stepping stools for bathroom use.
Play yard
  • Put fence up to make AC and cables inaccessible to children.
  • Get lock for fence.
  • Clean toys since they have spider webs and are dirty before children arrive at center
  • Shave all the threads bolts to a recommended size of 3/4 around the fence.


Pending a final file review and completion of above items, a recommendation will be made to license the above facility for a capacity of 120 preschool children.
