On 8/25/21 Licensing Program Analyst (LPA) Jessika Thompson conducted an unannounced Annual Required Inspection for the preschool license. LPA met with Early Childhood Education Lead Margaret Mclain and toured the facility indoors and outdoors. This preschool follows the school year calendar of Visalia Unified School District with the hours of operation for two classes: 8:00 AM to 11:00 AM and 12:00 PM to 3:00 PM.

Criminal record clearance records are completed as condition for employment and maintained by Visalia Unified School District. There is no swimming pool or other bodies of water on the premises. There are no firearms or ammunition allowed or stored on the premises. Disinfectants, cleaning solutions and other hazardous items are made inaccessible. No poisons were observed during the inspection.

LPA observed that the outdoor play structure is currently fenced off as it is not in use due to a pending remodel. Children currently play in the adjacent grass area that is free of hazards; however, in area accessible to children on the southern end of playground, LPA observed an industrial sized sealed container of liquid, four pallets of flooring material and two large rolls of smart turf. All toilets and hand-washing facilities are in safe and sanitary operating condition. Floors in the facility are clean and safe. Solid waste storage containers have tight-fitting covers and are in good repair. Drinking water is available both indoors and outdoors. All materials and surfaces accessible to children are toxic free. The facility is free of flies, insects and rodents. Facility has one or more functioning carbon monoxide detectors that meet statutory requirements. Capacity and limitations as specified on the license are being maintained. At least one person trained in CPR and Pediatric First Aid is present when children are at the facility or at off-site activities. Children's files were reviewed and in compliance. LPA reviewed a sample of staff files and observed files were complete with documentation of meeting qualification requirements.

Incidental Medical Services (IMS) are not currently being provided. Licensee is aware that an IMS plan is required to be submitted to the licensing office if they provide any of these services. LPA and Ms. Mclain discussed the Community Care Licensing website www.ccld.ca.gov which will provide access to Provider Information Notices (PINs), Quarterly Updates, COVID-19 Information and Resources, Mandated Reporter Training, Lead Poisoning Facts, Forms and Regulations.

Per Title 22, Division 12, Chapter 3, of the California Code of Regulations, the following deficiencies are being cited: (see next page, 809 D)

Licensee was provided a copy of their appeal rights. This report shall be made available to the public upon request. LIC 9213 Notice of Site Visit is provided and required to be posted for 30 days.
