On 3/10/2022, Licensing Program Analyst (LPA) Jessika Thompson conducted a Case Management inspection with Director Laura Dais. The purpose of this inspection was to discuss California Department of Public Health (CDPH) guidelines for child care facilities, as it pertains to COVID-19, and to review the facility's current protocols regarding day-care children returning to the facility after quarantine due to a positive COVID-19 test, or an exposure to a COVID-19 positive individual.

During interviews conducted, it was found that the facility currently requires parents of children in care to proof of negative test results, or physician's clearance, in order for a day-care child to return to care subsequent to testing positive for COVID-19. Director Dais stated that if the child has been exposed to COVID-19 by a resident of their home, the parent is asked to provide proof of negative test results, or physician's clearance, for the household member(s) who tested positive for the virus, as well as for the day-care child who was exposed to the virus, prior to the day-care child returning to care. Further, Director Dais indicated that she also coordinates with the local Health Department for case specific guidance after notification of any COVID exposure, or positive test result in day-care children, parents, household residents, or staff. Director indicated that the aforementioned requirements were derived by the facility based on directives previously provided to her by the Tulare County Department of Health. As it pertains to seeking to obtain physician's clearance information for household residents after a positive test result, Director Dais stated that this information is needed to establish an adequate quarantine timeline for the exposed day-care child. Director Dais stated that this internal policy that was developed by the facility to assist in mitigating the spread of COVID-19. LPA reviewed with Director Dais the CDPH's current guidance pertaining to isolation and quarantine. Director was advised to continue to seek counsel from her local Health Department, and visit the Department's website at ccld.ca.gov, as needed for the most up to date guidance regarding COVID-19. Director was advised that if there are differing requirements between the Centers for Disease Control and Prevention, CDPH, Community Care Licensing Division, and Cal/OSHA, licensees and providers should follow the strictest requirements.

Per California Code of Regulations, Title 22, Division 12, Chapter 1, no deficiency was cited. A Notice Of Site Visit form (LIC9213) was provided to Director Dais. Director Dais was informed that the LIC9213 is required to be posted for 30 days.
