25 | On 1/11/2023, Licensing Program Analysts (LPA) Theresa Marquez conducted an unannounced Case Management inspection and met with Site Supervisor Carla Mateus who accompanied LPA on a tour of the center, and a census was taken. The purpose of today's inspection is to address the lead exceedance, referred to as an Action Level Exceedance (ALE) of over 5.5 parts per billion (ppb) in the water at the facility.
The Fresno South Regional Office received notification of water lead exceedance at the facility resulting from a water lead sampling test collected on 10/21/2022. Records were reviewed from Dellavalle Laboratory Inc., and after discussions with Supervisor Mateus, it has been determined that there is an exceedance to outlets (C) and (D) at the center. LPA Marquez inspected both outlets that are located in classroom #1. Outlet (C) was impacted with 92ppb (ALE) of lead and outlet (D) was impacted with 12ppb (ALE) of lead. Supervisor Mateus stated that outlets (C) and (D) were replaced on 11/15/2022 and have been made inoperable to preschool children by placing a sign on both faucets and both faucets were wrapped not to use until both faucets can be retested. Mateus stated that all drinking water is obtained from the kitchen faucets which had a “none detected” level, the water is put into Igloo containers for outside use and/or disposable cups for classroom use as needed. Retesting of both outlets will be scheduled. (See plan of correction for further corrective action on attached LIC 809-D). Facility notified all the authorized representatives of this corrective action in English.
Per Title 22, Division 12, Chapter 1, of the California Code of Regulations, the following deficiency is being cited: (see next page, LIC 809-D). An exit interview was conducted with Site Supervisor Carla Mateus and a copy of the Appeal Rights and this report was provided. This report shall be made available to the public upon request. LIC 9213 Notice of Site Visit is provided and required to be posted for 30 days. |
